حضور اقتصادي چين در آفريقا و زمينه هاي بروز رقابت با آمريكا

China's economic presence in Africa and the areas of competition with the United States

نخبگان چيني اولويت سياستگذاري خود را بر ارتقاي قدرت اقتصادي به ‌عنوان محور قدرت ملي قرار داده كه در اين راستا قاره آفريقا با برخورداري از ظرفيت هاي فراوان سياسي و اقتصادي مورد توجه قرار گرفت. اهميت سياسي–امنيتي–اقتصادي آفريقا به ويژه نگراني از توسعه فعاليت هاي افراط گرايانه همراه با خشونت و وجودِ تهديداتي همچون دزدي دريايي، قاچاق انسان و.. سبب شد تا آمريكا نيز راهبرد جديدي را در قبال اين قاره اتخاذ نمايد. هدف از اين مقاله بررسي فعاليت هاي چين و زمينه هاي بروز رقابت با آمريكا مي باشد. سئوال اصلي پژوهش:حضور اقتصادي چين در قاره آفريقا چه تاثيري بر منافع، اهداف و زمينه هاي فعاليت آمريكا در اين قاره داشته است؟ و فرضيه پژوهش عبارتست از: گسترش حضور چين در آفريقا در قرن جديد به همراه اولويت راهبردهاي غيرنظامي هر دو طرف در اين قاره، سبب آسيب پذيري و حساسيت دو سويه امريكا و چين نسبت به سياست هاي يكديگر در اين قاره شده و اين امر واشنگتن و پكن را در مسير همكاري و پرهيز از رقابت مخرب سوق داده است. اين پژوهش با استفاده از روش توصيفي ـ تحليلي انجام شده است.

Africa with many abundant political and economic capacities, has succeeded to attract the attentions of Chinese elites who placed their policy priorities on promotion of economic power as the centerpiece of their national power.The political, security and economic importance of Africa especially the concern for development of extremist violent activities and existence of threats including: Piracy, Human trafficking,.. provided the ground for the US to adopt a new strategy towards the continent. The purpose of this article is to examine the activities of China and areas of competition with the US in Africa.The main question: How has China's economic presence on the continent of Africa influenced the interests, goals and areas of American activities in the continent? and the research hypothesis is: China's expansion in Africa during the new century, along with the priority of non-military strategies on both sides on the continent, have caused the US and China's two-way vulnerability and susceptibility toward each other policies in Africa which drives Washington and Beijing towards cooperation and avoidance of any destructive competition. This research was conducted using a descriptive-analytical method.
