Study of the National Action Charter and its impact on the political situation in Bahrain

عواملي بسيار، موجب اختلاف ميان حكومت و ملت در بحرين شده‌اند؛ يكي از مهم‌ترين آنها «منشور اقدام ملي» است كه در زبان عربي «ميثاق العمل الوطني» نام‌دارد. آنچه در عرصه داخلي، زمينه‌هاي چالش حداكثري را ميان مردم و حكومت بحرين فراهم‌آورده، منشور اقدام ملي است؛ حكومت بحرين، مدعي است، طبق اين منشور كه در سال 2001، مردم آن را پذيرفتند، آنها (مردم بحرين) از امتيازهايي گسترده، بهره‌مند شدند؛ اين در حالي‌ است كه اكثريت مردم اين مجمع‌الجزاير معتقدند كه مفاد منشور اقدام ملي با آنچه ازسوي نظام اين كشور انجام‌مي‌شود، به‌طوركامل تفاوت‌دارد؛ بنابر باور مردم، آنچه در سال 2000 ازسوي شخص پادشاه بيان‌شد و در سال 2001 در منشور اقدام ملي به‌ثبت‌رسيد، با آنچه نظام، امروزه در عرصه عمل انجام‌مي‌دهد، به‌طوركامل متفاوت است. پرسش اصلي پژوهش، اين است كه «منشور اقدام ملي چه تأثيري بر وضعيت سياسي بحرين داشته و چگونه موجب اختلاف ميان مردم و حكومت اين مجمع‌الجزاير شده‌است؟»؛ براي پاسخ‌گويي به اين پرسش، بايستي ابتدا نظام سياسي بحرين و شرايط سياسي و اجتماعي جامعه آن را بررسي‌كرده، سپس با واكاوي مهم‌ترين مفاد منشور اقدام ملي، چگونگي اختلاف ميان مردم و نظام بحرين را توسط اين منشور تبيين‌كرد. پژوهش حاضر با روش توصيفي تحليل و گردآوري اطلاعات مبتني‌بر روش كتابخانه‌اي و مصاحبه نخبگاني تبيين‌مي‌سازد كه اقدام‌هاي حكومت بحرين در منشور اقدام ملي با هويت ديني جامعه بحرين بسيار تفاوت‌دارد، چراكه حاكم وقت بحرين با تصويب يك‌جانبه قانون اساسي سال 2002، اختيارهايي براي خود تصويب‌كرد كه با مفاد منشور اقدام ملي تناقض‌دارد و همين امر، موجب افزايش شكاف اختلافات ميان مردم جامعه و حكومت، به‌ويژه در جنبش 14 فوريه سال 2011 شد.

Many factors have caused a discrepancy between the government and the nation in Bahrain.One of the most important of these is the "National Action Charter" which is named in the Arabic "Mithaq al-ʿAmal al-Vatani",what has exacerbated the challenges in domestic arena between the people and the Bahraini government is the national action charter. This is while the majority of people believe that the provisions of the national action charter are completely different from those of the country's system.According to people, what was said by the King and recorded in the national action charter is completely different from what the system is doing in the realm of action. The main question of the study is how did the national action charter cause disagreement between the people and the government of Bahrain?To answer this question, first have to look at the Bahraini political system and the political and social conditions of the society, and then, by examining the most important provisions of the national action charter, explain the difference between the people and the system by the Charter.The present study,by using a descriptive method for analyzing and collecting information based on the library method and elite interview, explains that the actions of the Bahraini government are very different from the Bahraini religious community and its religious identity,because the Bahraini ruler, with the unilateral adoption of the 2002 constitution,has approved some powers to himself and getting authority which has led to increase the disparity between the people of the society and the government.
