ارائه الگويي براي مديريت پروژه‌هاي ‌توسعه فناوري در صنعت نفت و گاز ايران

پروژه‌هاي توسعه فناوري بر خلاف بسياري از پروژه‌هاي ديگر، داراي هدف و يا روش دستيابي از قبل تعريف‌شده نيستند. در كنار عدم قطعيت‌هايي كه هر پروژه مي‌تواند داشته باشد، پروژه‌هاي توسعه فناوري با درجة بالايي از عدم قطعيت در بخش تعريف پروژه همراه هستند. به‌همين‌دليل روش‌هاي معمول مديريت‌ پروژه مانند موارد ارائه شده در استاندارد PMBoK كاربرد چنداني در اين پروژه‌ها ندارند. در اين مقاله، ضمن تشريح ويژگي‌هاي يك پروژه توسعه فناوري و روش‌هايي كه در ادبيات موضوع براي مديريت اين‌گونه پروژه‌ها ارائه شده است، دو پروژه توسعه فناوري از صنعت نفت و گاز ايران، به‌صورت عميق مطالعه و چالش‌هاي مديريتي آنها شناسايي و تحليل شده است. به‌منظور رفع مشكلات مشاهده‌ شده در مطالعات ميداني و با استفاده از نقاط قوت مدل‌هايي مانند مدل مرحله/دروازه جديد، مدل توسعة مارپيچ و الحاقيه DoDاز استاندارد PMBoK، يك الگوي مديريتي براي پروژه‌هاي توسعه فناوري طراحي و پس از طي مراحل اعتبارسنجي، به‌عنوان مدل پيشنهادي پژوهش، ارائه شده است. در نظر گرفتن چرخه‌هاي مديريتي تكرارشونده به‌جاي مديريت خطي، استفاده از منطق مديريت طرح به‌جاي منطق مديريت پروژه، بودجه‌بندي و زمان‌بندي متغير با حد بالا و پايين به‌جاي مشخص نمودن زمان و هزينه قطعي براي پروژه نمونه‌هايي از ويژگي‌هاي الگوي پيشنهادي هستند.

Technology development projects, unlike many other kinds of projects don’t have pre-defined goals or clear implementation methods at the beginning of the project. Among other uncertainties that any project could have, technology development projects have a high degree of uncertainty in the definition of project. For this reason, conventional project management methods such as those provided in the PMBoK has little use in these projects. This paper describes the characteristics of a technology development project and processes that have been proposed in the literature to manage such projects, also two technology development projects of Iranian oil and gas industry have been studied in-depth and their management challenges are identified and analyzed. In order to solve the problems found in field studies and using the strengths of models like the new stage/gate, spiral development model and DoD extension to the PMBoK, a management model for technology development projects was designed presented after the validation process. Considering the iterative management cycles rather than linear management, using program management principals rather than project management, determining flexible time and budget within an acceptable threshold rather than determine the exact time and cost of the project, etc. are examples of features of the proposed model.
