نقش كارآمدي دولت و مهم‌ترين عوامل آن در توسعه پايدار اقتصادي جمهوري اسلامي ايران

The effectiveness of the government and its most important factors in the sustainable economic development of the Islamic Republic of Iran

يكي از اين جنبه‌هاي قابل بررسي در مورد نحوه‌ عملكرد دولت مي‌تواند بر كارايي دستگاه ديوان سالاري و يا به طور كلي كارايي دولت، متمركز باشد. با توجه به وضعيت كارايي دستگاه ديوانسالاري در جمهوري اسلامي ايران و از سويي وجود تحريم­هاي غرب، اين تحقيق كاربردي با هدف شناخت نقش كارآمدي دولت در توسعه پايدار اقتصادي و احصاء مهم‌ترين عوامل آن مي‌باشد. در اين پژوهش از روش­ زمينه‌اي- موردي، با استفاده از شيوه­هاي ميداني (پرسشنامه) و كتابخانه­اي بهره گرفته است. پس از تاييد همساني دروني مؤلفه‌هاي كارآمدي دولت با استفاده از آزمون خي2، نتايج حاصل از تجزيه و تحليل داده‌ها با استفاده از آزمون فريدمن نشان مي­دهد كه از نگاه پاسخ دهندگان «وحدت بين مسئولان با يكديگر در دولت» از بيشترين نقش و «نظارت داشتن شهروندان بر امور اجتماعي و سياسي مسئولان دولتي» كمترين نقش را در توسعه پايدار اقتصادي دارد.

The government due to its vast capabilities in the aspect of political power enforcement has remarkable potentiality for the progression of economic, social and political macro policies within the domestic and international relations. Of course the role of government is not just about the compilation of regulations which are conformed to the development, but the more important aspect of interference is the right implementation of justified and predicted regulations and policies. So, one of the aspects which can be examined in the interference of government might be focused on the effectiveness of government. Regarding the situation of the efficiency of the government in the Islamic Republic of Iran and the sanctions imposed by western countries and the reduction of economic exchanges, this concept needed to be heeded more. This applied research to determine the effectiveness of the government’s role in the sustainable economic growth and identifying its most important factors used a field-case study and with the field practices (questionnaire) and library studies (documents examination) compiles the theoretical foundation for testing the hypothesis through survey. After the internal conformation of the components of the government efficiency by the help of the Chi-Square test, the findings from the analysis by Friedman test shows that from the view point of the respondents “consolidation between the authorities in the government” has the most important role and “supervision of citizens on the social and political affairs of governmental authorities” has the least important role in the sustainable economic growth.
