انگيزه‌هاي جمهوري اسلامي ايران از ارائۀ كمك‌هاي خارجي (مطالعۀ موردي: فعاليت‌هاي وزارت جهاد كشاورزي در لبنان، 1382-1367)

از اوايل دهۀ 60 دولت جمهوري اسلامي ايران به حزب‌الله لبنان كمك كرده است تا گسترۀ وسيعي از خدمات اجتماعي و عمومي را در اختيار شيعيان اين كشور قرار دهد. هدف اين مقاله بررسي انگيزه‌ها و اهداف ايران از فراهم ساختن اين كمك‌ها و نيز تحليل نقش وزارت جهاد سازندگي به‌عنوان بازوي اصلي كمك‌رساني ايران به حزب‌الله در دورۀ مورد مطالعه است. اين مقاله در تلاش است كه نشان دهد انگيزه‌هاي‌ ايران اساساً ماهيت ايدئولوژيك داشت و برخلاف برخي تصورات كمك‌هاي ايران بر مبناي ملاحظات ژئوپليتيك و استراتژيك صورت نمي‌گرفت. در زمينۀ فعاليت‌هاي وزارت جهاد سازندگي سعي شده است نشان داده شود كه هيأت اعزامي وزارتخانه خدمات بسيار ارزشمندي در اختيار حزب‌الله قرار داد، اما اگر اين كار با برنامه‌ريزي قبلي صورت گرفته بود، فعاليت‌هاي هيأت مي‌توانست بسيار مؤثرتر باشد.

The Islamic Republic of Iran and the Reconstruction of War-Torn Lebanon, 1988-2003 Abstract Since the early 1980s Iran has helped Hizbollah deliver an extensive array of public and social services to the Shiite community in Lebanon. Iranian assistance has proved critical to the political and military success of the organization and the empowerment of the Shiite community. This article discusses Iranian motives in providing this assistance. It also examines the role played by the Ministry of Construction Jihad in rebuilding Shiite inhabited parts of Lebanon. It argues that Iranian support is driven by ideology rather than geopolitical and strategic considerations. With respect to the ministry's reconstruction efforts, it argues that while the ministry rendered a valuable service, it could have accomplished much more if it had managed the effort properly.
