رويكرد انقلاب اسلامي در حوزه سياست خارجي و آينده توسعه علم و فناوري در نظام شبكه اي بين المللي

Islamic Revolution in Iran’s Foreign Policy and the Future of S&T Development in the International Networked System (Text in Persian)

شكل گيري نظام جمهوري اسلامي درپي پيروزي انقلاب اسلامي، تحولي عظيم در عرصه سياست بين الملل ايران ايجاد كرد. ماهيت ايدئولوژيك انقلاب كه بر اساس آرمانهاي اسلامي و نيز ضديت با نظام سلطه شكل گرفت، باعث شد كه آرمانگرايي اسلامي به يكي از پايه هاي اصلي ساختار جديد حاكم تبديل شود. اين آرمانگرايي در تلفيق با دومين پايه حكومت كه جمهوريت آن بود، ساختاري پيچيده و چندوجهي را در عرصه سياست بويژه در حوزه سياست خارجي حاكم كرد. بر اساس اين مهم جمهوري اسلامي ايران از سويي بدنبال استفاده از فرصتهاي درون شبكه نظام جهاني و توسعه اقتصادي مبتني بر علم و فناوري و از سوي ديگر در صدد به چالش كشيدن عوامل سلطه است. اما آينده مطلوب توسعه علم و فناوري كشور مستلزم اتخاذ سياست تعامل هوشمندانه با اركان نظام جهاني شبكه اي و پيش دستي در تعيين روندها و رويدادهاي شكل دهنده به تحولات اين نظام است. اولويت بندي در اهداف ملي، اعتمادسازي در تعاملات با ساير كنشگران، ايجاد زمينه اتحاد راهبردي با همسايگان و ايفاي نقش سازنده در شبكه هاي منطقه اي، ايفاي نقش سازنده و اعتمادساز در نهادهاي بين المللي و تنظيم روابط با قدرتهاي حافظ نظام جهاني بر اساس وابستگي متقابل و بازي برد-برد متغيرهاي تشكيل دهنده راهبرد تعامل هوشمند است.تقويت همزمان توانمنديهاي داخلي و ارائه اين توانمنديها به ديگر اعضاي شبكه زمينه ساز پيش دستي كشور در شكل دهي به رويدادها و روندهاي آينده است.

Based on chaos theory in today global networked and interconnected society science and technology development is dependent variable to the other driving forces. Interaction between political domestic atmosphere and international sphere is one of the most important driving forces which are shaping to the future of science and technology development. The main idea of this paper is to analysis this interaction. Capturing the first place in South West Asia region in term of science and technology development is part of Iran visionary document. Achieving to this target requires understanding the international system norms and principles and applying pivotal strategy in confronting to this system . The foundation of Islamic Republic of Iran foreign policy has been base on revolutionary idealism and pragmatistic approach. Regarding to this point Iran simultaneously is persuading to enjoy from the opportunities inside the global networked society to achieve better place in term of economic، science and technology from one side and challenging the injustice global capital system based on the revolutionary values from the other side. Two main question in this pare includes: what are the consequences of Iran foreign policy in science and technology development? and how can Iran create the perforable future in this regards?. The main methodology which has been used in this paper is document analysis and best practice the selected countries.
