The impact of narcotic drugs and psychotropic on social security

مصرف،‌ فروش و قاچاق مواد مخدر و روان‌گردان‌ها همواره يكي از محورهاي اصلي امنيت اجتماعي بوده و طيف وسيعي از فعاليت­هاي حقوقي،‌ سياسي،‌ بهداشتي، ‌آموزشي،‌ رويه‌هاي عرفي و نيز ارزش­هاي اخلاقي را به خود اختصاص داده است. هدف از اين تحقيق بررسي تأثير مواد مخدر و روان‌گردان‌ها بر امنيت اجتماعي است. تحقيق حاضر از لحاظ هدف كاربردي و از نظر روش، توصيفي با بهره‌گيري از منابع اسنادي و كتابخانه‌اي است. نگارنده با بهره­گيري از منابع موجود و تجربيات مكتوب در كتابخانه­، اينترنت و آرشيو اسناد و نظريات دفتر مبارزه با مواد مخدر و جرم سازمان ملل و هيئت بين­المللي كنترل مواد مخدر اهداف تحقيق را دنبال كرده است. نتيجه تحقيق نشان داد امنيت اجتماعي يك نياز اجتماعي و مواد مخدر به‌عنوان بلاي خطرناك اجتماعي است و ايجاب مي‌كند كه آموزش‌هاي آگاه‌سازي نهادينه شود و واحدهاي درسي آشنايي با انواع مواد مخدر وروان‌گردان مورد توجه قرار گيرد و فرايند رويكرد اجتماعي‌كردن امر مبارزه با مواد مخدر و روان‌گردان استمرار يافته و ايجاد اشتغال، ازدواج آسان، ترويج ورزش، توسعه پژوهش‌هاي مرتبط، مسئول شناختن والدين و ساماندهي مراكز كاهش آسيب، پيگيري شود.

The consumption, sale and traffic of narcotic drugs and psychotropic have always been a major parameter with regard to social security affecting a wide spectrum of legal, political, health and educational activities as well as normative procedures and moral values. The purpose of this research is to investigate the effects of narcotic drugs and psychotropic substances on social security. The research has an applied objective and a descriptive methodology and the researcher has made use of the existing library sources, the internet and documents’ archive and views expressed by the United Nations Office on Drugs and Crime and the International Narcotics Control Board. The research indicated that social security is a social need and narcotic drugs pose a serious threat to the society. On this basis, awareness-raising has to be institutionalized and importance must be attached to educational syllabus on the subject of narcotic drugs and psychotropic substances. The community-based approach for combating narcotic drugs and psychotropic substances must continue and a number of issues have to be followed up including the creation of job opportunities, facilitating marriage, advocating sporting activities, developing research and studies, parental responsibilities and improving harms reduction centers.
