Spatial planning: An strategy for development of health higher education

زمينه و اهداف: آمايش سرزمين يك برنامه توسعه بلندمدت است و اساس انواع برنامه‌ريزي‌هاي ملي و منطقه‌اي در كشورها را تشكيل مي‌دهد. اين مطالعه به منظور بررسي نقش آمايش سرزميني در توسعه آموزش عالي با معرفي يك مدل اجرايي موفق (آمايش آموزش عالي سلامت) انجام شد. روش‌ بررسي: اين پژوهش كاربردي- تحليلي و مطالعه اسنادي، با بررسي گزارش‌هاي عملكرد دانشگاه‌ها و مراكز، به ويژه دانشگاه‌هاي علوم پزشكي در ارتباط با آمايش سرزمين، بهره‌گيري از نظر خبرگان، مطالعه و بررسي جديد‌ترين مقالات و مستندات در زمينه‌ي موضوع تحقيق در ارديبهشت 1396 انجام شد. يافته‌ها: با توجه به قرابت و نسبت آموزش عالي با نظريه‌‌ي توسعه اجتماعي، برنامه‌ريزي در آموزش عالي از جايگاه ويژه‌اي در توسعه كشورها برخوردار مي‌باشد. آمايش سرزمين، به عنوان راهنما و نقشه‌ي راه روشن براي برنامه‌ريزي بخش آموزش عالي مي‌تواند هدايت‌كننده نظام‌هاي آموزش عالي به صورتي نظام مند، پايدار، مبتني بر نياز و مزيت‌هاي منطقه‌اي و الزامات بين المللي در افق چشم انداز علم و فناوري كشور باشد. نمونه اجرايي و تاثير‌گذار برنامه آمايش آموزش عالي در كشور، آمايش سرزميني آموزش عالي سلامت مي‌باشد. نتيجه‌گيري: اطلاعات حاصل از آمايش سرزمين، نقشه جامعي براي نشان دادن توانايي‌ها، قابليت‌ها، فرصت‌ها و نقاط ضعف هر منطقه از كشور بوده، زمينه‌ساز توسعه‌ي پايدار مي‌باشد. اهميت نقش آموزش عالي در توسعه كشور، توجه بيش از پيش به آن را مي‌طلبد. طراحي و اجراي هدفمند برنامه‌هاي آمايش سرزمين آموزش عالي سلامت، به عنوان الگويي موفق در ساير بخش‌هاي آموزشي مورد انتظار است.

Background and objective: Spatial planning is a long-term development program and it constitutes the basis of national and regional planning in country. This study was performed in order to investigate the role of spatial planning in the development of higher education by introducing a successful performance model (higher education health treatment). Methods and Materials: This applied – analytical research and reading documents, by studying the records of universities in the country in terms of spatial planning program, searching on the related websitesو The use of experts Opinion and study of the most recent articles and documents about the research subject was conducted in May 2017. Results: Due to the affinity and the ratio of higher education with the theory of social development, planning in higher education in countries developments has an especial place. Spatial planning as a guide and a map of clear path for higher education planning can be the leader of higher education systems which is regular, sustainable, based on regional needs and advantages and International obligations in the Vision Science and Technology.Effective Implementation sample of spatial planning for higher education in the country,is the spatial planning of health higher education. Conclusion: Data from spatial planning, which was the Comprehensive map to show the abilities, capabilities, opportunities and weaknesses of each region of the country, is a preparation of sustainable development. The importance of the role of higher education in the development of countries, requires more attention to it. Design and implementation of targeted spatial planning of health higher education as a successful model in other educational sectors is expected.
