آموزش شهروندي و رويكرد محله محوري: نقش نهادها و اركان محله‌اي در آموزش شهروندي

Community Based Approach and Citizenship Education: Role of Institutions of the Community for Citizenship Ttraining

كشور ايران با دارا بودن سابقه هفت‌هزار ساله شهرنشيني از پيشينه درخشاني در اين زمينه برخوردار است، اما همزمان با اين امر، شهروندي و مفهوم آن در بستر زمان دركشور ما پيشرفت مناسبي نداشته است. بسياري از شهر نشينان با اينكه در حوزه جغرافيايي شهر ساكن هستند از حقوق و تكاليف خود بي‌اطلاع هستند. اكنون بايد اين سوال را مطرح كرد كه براي تسهيل فرايند تبديل شهرنشينان به شهرونداني مشاركت‌جو و فعال در عرصه عمومي كه به حقوق خود واقف باشند چه بايد كرد؟ همانگونه كه هر هنر و مهارتي نياز به تمرين و ممارست دارد شهروند شدن نيز مانند بسياري از مفاهيم و صورت‌هاي دست‌ساخته بشر نياز به ياد گيري و آموزش و سپس تمرين دارد. رويكرد محله محوري در واقع سپردن بخشي از امور به نهادهاي محله‌اي است. در تاريخ شهرنشيني محله همواره به عنوان عنصر تنظيم روابط شهروندي نقشي فعال و موفق داشته است. در اين مقاله سعي شده است ضمن بيان مفاهيم شهروندي و اهميت آموزش آن، نقش هر يك از نهادها و اركان محله‌اي در آموزش صحيح شهروندي بيان گردد.

Iran's history of urbanism is well over 7000 years. However, the concept of citizenship has remained somehow static. Numerous city-dwellers, even though they are living in area geographically defined as urban, remain unaware of their rights and duties. Therefore we need to ask the question, as to what is necessary and needed to ease the process of transforming the city-dweller into an active and community involved resident aware of his rights. As for any kind of behavioral transformation, learning and practices strategies need to be develop and applied. Community based approach focus on handing power to local community. In the history of urbanism, neighborhood as an organizing principle always played an active and successful role. In this article, we stress the importance of educating the city-dwellers, and we explain the role of institutions of the community for the proper education of the city-dweller.
