يكي از مشكلات شهرهاي ما، توسعه ناهمگون و نامتعادل آنهاست. عدم توجه به گذشته، شامل محيط تاريخي، طبيعي بافت ها و بناها به لحاظ مسائل مختلف، اعم از بافت جمعيتي و فرهنگي و كالبد مابه ازاي آن و هماهنگي توسعه جديد با بافت قديمي يا ساخته شده اطراف، علاوه بر ناهمگوني و ايجاد هرج و مرج در سيماي شهري، و از بين رفتن تدريجي هويت شهرها، و عدم تطابق فرهنگي، تبعات ديگري نيز به دنبال خواهد داشت، چراكه معماري سنّتي و بومي هر محل، در يك تداوم تاريخي و در راستاي يك سياست مبتني بر استمرار به تدريج و در طول ساليان متمادي با طبيعت و محيط اطراف شكل گرفته است. طيف اين مقوله مي تواند جنبه هاي گوناگون فرهنگي، اجتماعي و اقتصادي را در بر داشته باشد. توجه كافي به توسعه پايدار شهرهاي كشور، لزوماً نگاه به گذشته را پررنگ تر خواهد كرد . اين نوشته برآن است تا ضمن بررسي منشورها، بيانيه ها و اصول جهاني مطرح شده در حوزه طراحي در بافت هاي تاريخي، به چگونگي طراحي معماري در اين محدوده ها بپردازد، ضمن اينكه رعايت اصالت و يكپارچگي موجود در آنها را به عنوان يك اصل خدشه ناپذير مي پندارد. لذا پس از مطالعه معيارهاي مطرح شده از سوي نظريه پردازان اين امر، دستيابي به اصولي دربارة طراحي معماري در كنار بافتهاي قديمي را ميسر گرداند . اين امر، طيف وسيعي از مداخلات مرمتي و حفاظتي و ساخت و سازهاي جديد در مجاورت و يا درون اين بافت ها را شامل مي شود . در اين مقاله، با تنظيم جدولي مبتني بر اصول كلّي طراحي معماري و مداخلات مرمتي در بافت هاي تاريخي، به تطبيق ضوابط و دستورالعمل هاي بين المللي مرتبط با آنها با رويكرد بومي سازي پرداخته شد.

The disparate and unbalanced development is one of the most important problems in our cities. Inattention to the past including buildings and context’s natural-historical environment for the different aspects in both demographic and cultural texture and it’s framework and coordinating of new developments with old context or built surrounding, could have many consequences, such as chaos and disparate in urban landscape, gradual loss of urban identity, cultural incompatibility and other outcomes. Because the indigenous and traditional architecture of each place, in a historical continuity and in order to a basic policy of continuity, gradually and over the years has been formed with its nature and environment. This category would include the cultural, social and economic aspects. The sufficient attention to sustainable development of cities in Iran, necessarily will affect on the retrospect. Regarding to the historical contexts design criteria from international charters, declarations and principles, this article is thoroughly reviewing the architectural design characteristics in the historical areas with respect to their authenticity and integrity as an inviolable idea. Therefore according to the proposed criteria by the theorists has been tried to derive the major issues of architectural design in the historical contexts. It can contain a wide range of restoration interventions, conservation and new constructions in adjacent or inside these context. With setting up a table based on the general principles of architectural design and restoration interventions in historic fabrics in this article tried to adopt the related international criteria and guidelines with localization approach.
