تعيين مهم‌ترين پارامترهاي تأثيرگذار بر عملكرد ايمني مگا پروژه‌ها در صنعت ساختمان ايران ( با روش فازي AHP)

Identification of the most important parameters affecting the safety performance of mega-projects in Iran’s construction industry using fuzzy analytic hierarchy process

زمينه و هدف: صنعت ساخت‌وساز يكي از پرخطرترين صنايع شناخته‌شده در سراسر دنيا مي ­باشد و بهبود ايمني در اين صنعت همچنان به عنوان يكي از اولويت­ هاي اصلي در هر كشور محسوب مي­گردد. محققان زيادي تا به حال در رابطه با عوامل تأثيرگذار بر ايمني در اين حوزه به تحقيق و پژوهش پرداخته‌اند. حال آنكه با توجه به حجم نقدينگي بالا و گسترده بودن حجم كار مگا پروژه‌ها شناسايي فاكتورهاي تأثيرگذار بر ايمني آن­ها بسيار حائز اهميت مي­ باشد. از اين رو هدف اصلي در اين تحقيق شناسايي و اولويت‌بندي فاكتورهاي تأثيرگذار بر مگا پروژه‌ها در ايران مي باشد. روش بررسي: در اين پژوهش ابتدا با مطالعه تحقيقات صورت گرفته فاكتورهاي مختلف و تأثيرگذار شناسايي شد. سپس با برگزاري جلسه طوفان فكري و استفاده از روش دلفي مهم‌ترين پارامترها توسط خبرگان انتخاب گرديد. در نهايت براي اولويت‌بندي آن از روش سلسله مراتبي فازي استفاده شد كه به منظور وزن دهي فاكتورهاي شناسايي‌شده تعداد 25 پرسشنامه پخش و جمع­ آوري گرديد. يافته‌ها: در نهايت نگرش كارگران به مسئله ايمني، آموزش ايمني و فرهنگ ايمني به عنوان مهم‌ترين عوامل تأثيرگذار بر عملكرد ايمني مگا پروژه‌ها در ايران شناسايي شدند. نتيجه‌گيري: شناسايي نقش و نگرش كارگران فعال در پروژه به عنوان مهم‌ترين پارامتر تأثيرگذار در عملكرد ايمني مگا پروژه‌ها، نشان­ دهنده اهميت نحوه انتخاب و گزينش كارگران قبل از ورود به كارگاه مي ­باشد. هرچند در اين بين از نقش آموزش ايمني نيز نمي­ توان چشم‌پوشي نمود، ولي بهترين گزينه در كنار آموزش ايمني، گزينش كارگراني با نگرش مثبت نسبت به مسئله ايمني در كارگاه مي­باشد.

Background and aims: Construction industry is one of the riskiest industries all around the world and safety improvement in this industry is one of the main priorities in any country. Many researchers are trying to identify different factors that affect the construction industry safety. However, due to the large volume of high liquidity and volume of work in megaprojects, identification of contributing factors to their safety is very important. So, the main objective of this study was to identify and prioritize the factors affecting mega-projects’ safety in Iran. Methods: In this study, sfter studying latest research, effective and different factors were identified. Then, using brainstorming session and Delphi method, the most important parameters were chosen by experts. The hierarchical fuzzy method was used to prioritize the factors, therefore to weight the factors a total of 25 questionnaires were distributed and all collected. Results: The workers’ attitude toward safety issues, safety training and safety culture as the most important factors affecting the safety performance of megaproject in Iran were detected. Conclusion: Identification of attitudes of workers as the most important parameter affecting the performance of and safety in mega project is very important in selection of workers before entering the construction site. Although we cannot forgive the role of safety training, the best choice next to safety training is the selection of workers with a positive attitude toward safety.
