مقايسه و تحليل سطح توسعه‌يافتگي استان‌هاي ايران در حوزة ورزش قهرماني

Comparison and Analysis of the Development Level of Iran’s Provinces Competetive Sport Area

هدفپژوهش حاضر مقايسه و تحليل سطح توسعه‌يافتگي استان‌هاي ايران در ابعاد مختلف ورزش قهرماني بود. اين پژوهش ازنوع توصيفي- تحليلي است كه با استفاده از 48 شاخص، سطح توسعه‌يافتگي ورزش قهرماني استان‌هاي ايران در سال‌ 1390، در هفت بعد منابع انساني، منابع مالي، زيرساخت‌ها و امكانات، موفقيت‌هاي ورزشي، توان رقابتي، ميزباني رويدادهاي ورزشي و آموزش بررسي شده است. از روش تحليل عاملي براي محاسبۀ شاخص‌هاي تركيبي و از تحليل خوشه‌اي براي تعيين سطح توسعه‌يافتگي ورزش قهرماني استان‌ها استفاده شد. بررسي سطح توسعه‌يافتگي استان‌ها در ابعاد ورزش قهرماني نشان داد كه در اغلب استان‌ها ابعاد منابع انساني و زيرساخت‌ها و امكانات در سطح نسبتاً توسعه‌يافته، بعد توان رقابتي در سطح نسبتاً توسعه‌يافته و محروم، ابعاد منابع مالي، ميزباني رويدادهاي ورزشي و آموزش در سطح محروم و بعد موفقيت‌هاي ورزشي در سطح بسيار محروم قرار داشتند. بخش ديگر يافته‌ها نشان داد تمام ابعاد توسعۀ ورزش قهرماني از الگوي توسعۀ مركز پيرامون پيروي مي‌كند. به‌كارگيري اين الگو در توزيع نابرابر امكانات و منابع مالي سبب تفاوت سطوح توسعۀ ورزش قهرماني و شكاف زياد در سطح توسعه‌يافتگي ورزش قهرماني استان‌هاي كشور شده است. اين نابرابري‌ها برآيند و بازتابي از عوامل سياسي-اجتماعي، نارسايي‌هاي نظام برنامه‌ريزي فضايي و سياست‌گذاري‌هاي نادرست، بي‌توجهي به مديريت يكپارچۀ كشور، نبود توجه به ظرفيت‌هاي استان‌ها و فقدان هماهنگي سازمان‌هاي متولي ابعاد مختلف توسعه است.

The aim of this study was to compare and analysis the development level of Iran's provinces in different dimensions of competitive sport. This study is descriptive and analytic which by using 48 indicators has reviewed the development level of competitive sport of Iran’s provinces in seven dimensions: human resources, financial resources, infrastructures and facilities, sporting successes, competitiveness, hosting sport events and education in 2011. Factor analysis was used to calculate mixed indicators and cluster analysis was used to determine the level of sport development of provinces. The Study of development level of the provinces in the dimensions of championship sport showed that most provinces in human resources and infrastructure and facilities were relatively developed, in competitiveness were relatively developed and less developed, in financial resources, hosting sports events and education were less developed and in sporting achievement wereundeveloped. The study of the development level of Iran provinces showed all dimensions of competitive sport development follows the center-periphery development pattern. These inequities are the resultant and reflect of the socio-political factors, spatial planning system failures and incorrect policies, ignoring the integrated management of the country, lack of attention to potentials of the provinces and lack of coordination between the organizations in charge of different aspects of development.
