ارائه و تبيين اركان جهت‌ساز الگوي راهبردي رفاه عمومي، بر اساس تحليل محتوي آرا و انديشه‌‌هاي امام خميني(ره)

Presenting and Explaining Directional Pillars of Public Welfare Strategies Pattern: A Content Analysis of Imam Khomeini’s Thoughts

تامين رفاه عمو‌مي ‌تحت عنوان «سياست‌‌هاي اجتماعي» از اهداف مهم نظام­‌هاي سياسي است، كه معمولا بر اساس مباني ريشه‌اي و پارادايم غالب در هر نظا‌مي‌ تنظيم و ارائه مي‌گردد. در اين پژوهش علمي ‌تمركز راهبردي بر انديشه و آرا حضرت امام خميتي (ره) در حوزه رفاه عمو‌مي ‌شده كه با نفي پارادايم مادي­گرايي سوسياليستي و ليبراليستي، در تجربه نظام مردم‌سالاري ديني مي‌تواند به‌ عنوان اركان جهت‌ساز الگوي راهبردي در حوزه رفاه عمومي، مورد استفاده نسل جديد و آينده مديريتي كشور و همچنين ساير كشور‌‌هاي اسلا‌مي ‌باشد. اين تحقيق كاربردي و توسعه‌اي بوده و از لحاظ روشي از دسته پژوهش‌‌هاي آميخته بوده كه از روش تحليل محتوا در آرا و انديشه‌‌هاي امام خميني (ره) با استفاده از كدگذاري باز، محوري و انتخابي در بستر نرم‌افزار MAXQDA بهره برده است. جامعه آماري شامل كليه اسناد و مدارك بالادستي مرتبط با انديشه‌‌ها، آرا، نظريات، رهنمود‌ها و تدابير حضرت امام خميني(ره) براي رسيدن به اركان جهت‌ساز الگوي راهبردي (دكترين، اهداف و سياست‌‌ها) بوده كه با نمونه‌گيري نظري در حوزه رفاه عمو‌مي ‌مورد بررسي بوده است. در مفصل‌بندي گفتمان امام خميني (ره) دال مركزي كه مفاهيم و مقوله‌‌هاي ديگر را تحت تأثير قرار داده، تامين عدالت در ساحت‌‌هاي مختلف است. ساير عناصر گفتماني مرتبط با دال مركزي رفع توامان نياز‌‌هاي مادي و معنوي عموم، تكافل اجتماعي و استفاده از ظرفيت­‌هاي مرد‌مي‌ و پرهيز از دخالت­‌هاي غير ضرور دولت، توسعه رفاه عمو‌مي ‌با اجراي برنامه مالي اسلام و ابتنا بر ظرفيت­‌هاي دروني نظام، ‌مي‌باشد.

Providing public social welfare, entitled "Social Policies," is one of the major goals of political systems, which is usually set up based on the root basics and dominant paradigm. In this research, a strategic focus is on the thoughts of Imam Khomeini in the field of public welfare, which, by negating the socialist and liberal materialism paradigm to institutionalize religious democracy can be used as a pillar of the strategic public welfare policy for new generation and future management of the country as well as other Islamic countries. By using open, axial and selective coding in MAXQDA software. The statistical population includes all the upstream documents related to Imam Khomeini's thoughts, views, ideas, guidelines, and measures to reach directional pillars of strategic patterns (doctrine, goals and policies) being investigated by theoretical sampling in the area of public welfare. In the articulation of Imam Khomeini's discourse, the central concept which affects other concepts and themes, is the establishment of justice in various field. Other elements of the discourse associated with the central concept are providing the material and spiritual needs of the public, preparing the use of social capacities and the avoidance of unnecessary government intervention, developing public welfare through the implementation of Islamic financial program and processing the foundation of internal capacities System.
