Evaluating the Indicators of the Business Environment of Sadra’s New City and its Role in Urban Economic Development

در سال‌هاي اخير مشاركت فعال شهرداري‌ها در حوزه توسعه اقتصادي به‌عنوان يكي از ماموريت‌هاي نوين مديريت شهري پذيرفته شده است. يكي از مهم‌ترين اقدامات در جهت ارتقاي ظرفيت‌هاي اقتصادي شهرها، بهبود محيط كسب و كار مي‌باشد. اهميت توجه به فضاي كسب و كار به حدي است كه با شاخص‌هاي توسعه در يك شهر ارتباط مستقيم برقرار كرده و تحليل آثار آن در روند توسعه آتي شهر مورد توجه كارشناسان قرار دارد. در حال حاضر در ايران، سنجش فضاي كسب و كار تنها در دو سطح ملي و استاني انجام مي‌شود. اما تمركز بر سطوح پايين‌تر مانند شهر حائز اهميت است. زيرا گاه در شهرها، شرايطي حاكم است كه پديده‌هاي اقتصادي موجود در آنها را با روندهاي اقتصادي حاكم بر كشور و استان نمي‌توان تحليل كرد. با اين رويكرد در تحقيق پيش رو، مطالعه فضاي كسب و كار در شهر جديد صدرا و نيز اثرات آن بر روند توسعه آتي شهر مدنظر قرار گرفته است. روش انجام اين پژوهش، روش پرسشنامه همراه با مصاحبه است. يعني با بهره‌گيري از روش نمونه‌گيري هدفمند، با 54 فعال اقتصادي شهر صدرا مصاحبه شد و به همين تعداد پرسشنامه مشتمل بر 57 سؤال، توزيع و با كمك محققان تكميل گرديد. نتايج بررسي‌ها نشان مي‌دهد، فضاي كسب و كار شهر صدرا در وضعيت پايين‌تر از حد متوسط قرار دارد. در اين شرايط، بنگاه‌هاي اقتصادي شهر قادر به عملكرد مطلوب نبوده و بخش خصوصي به سمت اقتصاد زيرزميني، غيرمولد و غيررسمي سوق پيدا كرده است.

In recent years, the role and active participation of local and municipal administration in the field of economic development has been accepted as one of the new missions of urban management. One of the most important measures to improve the economic capacity of the cities is to improve the business environment. The importance of paying attention to the business environment is a direct link between the development indicators in a city and the analysis of the effects and implications for development of the city, which is of interest to experts. Currently, in Iran, the business environment is measured only at the national and provincial levels. But it should be noted that focusing on lower levels, such as cities, is important as well because in some cities, dominated situation could not be explained and analyzed by the economic trends in national level. Hence, in this article, studying business environment in Sadra's new city and the effects on development of the city are considered. The method of the research is a questionnaire in combination with interviews. Using a targeted sampling method, 54 economic activists in Sadra were interviewed and the same questionnaire containing 57 questions was distributed and completed. The results of the research show that the business environment of Sadra city, is lower than average. In this situation, the city's business enterprises have not been able to perform well enough and the private sector has moved to underground, unproductive and informal economies.
