The Role of Culture Technology in Society and Culture-Based Government

امروزه، نياز به روش­هاي مختلف براي احيا و ترويج فرهنگ غني و منحصر به‌ فرد ايراني - اسلامي در سطح ملي و جهاني است. از سوي ديگر استفاده از فناوري­هاي جديد در ايران در حال گسترش است. گسترش فناوري­ هاي جديد و نياز به ترويج فرهنگ ايراني - اسلامي ضرورت بررسي ارتباط و تعامل بين فرهنگ و فناوري براي حفظ و گسترش فرهنگ ايجاد مي­كند. استفاده از فناوري فرهنگ، كه امروزه مورد توجه قرار گرفته و به مطالعه تعامل فرهنگ و فناوري مي ­پردازد، در اين زمينه نقش مهمي ايفا كند. هدف از اين تحقيق بررسي نقش فناوري فرهنگ در جامعه و دولت فرهنگ محور با تمركز بر فناوري­هاي رايانش فراگستر است. براي اين منظور ابتدا فناوري­ هاي رايانش فراگستر و فناوري فرهنگ مورد بررسي قرار مي­گيرند. سپس بر اساس تفكر فناوري فرهنگ به تعريف جامعه و دولت فرهنگ محور پرداخته مي­شود و ارگان­ها و سازمان­هاي دولتي كه نقش بيشتري در زمينه فناوري فرهنگ دارند شناسايي مي­ گردند. پس از آن، چند پروژه كه نشان­ دهنده نقش فناوري فرهنگ در ايجاد دولت و جامعه فرهنگ محور هستند ارائه مي­شوند. در نهايت، با استفاده از تحليل SWOT به ارزيابي نقاط قوت، ضعف، فرصت­ها و تهديدهاي ايجاد جامعه فرهنگ محور در ايران پرداخته مي­شود. اين تحقيق نشان مي­دهد كه دولت ايران مي­تواند با تفكر فناوري فرهنگ نه تنها گامي مهم در حفظ و گسترش فرهنگ ايراني اسلامي بردارد كه به توسعه فناوري در جامعه و ايجاد جامعه الكترونيك كمك كند.

Today, there are needed to use various methods for resuscitation and promotion of rich and unique Iranian-Islamic culture. On the other hand, the use of new technologies is growing in Iran. Growing new technologies and the need for promotion of unique Iranian-Islamic culture make the study of the relationship between culture and technology essential for the preserving and promoting the culture. Using Culture Technology (CT), which is given more attention nowadays and is about to study the interaction of culture and technology, plays an important role in this regard. The purpose of this paper is to study the role of CT in the Culture-Based government and society by focusing on ubiquitous computing technologies. To this end, fist ubiquitous computing technologies and CT are addressed. Second, based on the CT thinking, the culturally enabled government and society are defined, and government organizations that play a more role in the field of CT are identified. Third, the role of CT in Culture-Based government and society is discussed by providing several CT projects. Finally, SWOT analysis is done to determine strengths, weaknesses, opportunities, and threats of culturally enabled society in Iran. The paper shows that the Iranian government with considering CT thinking can work not only in the preserving and promoting the culture but also in improving technology in the society and towards the electronic community.
