The role of specialized police in countering terrorism (with emphasis on theories)

با پيشرفت تكنولوژي، گسترش فضاي مجازي، اينترنت و تغيير شرايط اجتماعي، تروريسم امروزه به يك پديده بين المللي تبديل شده است، و امنيت بين المللي، ملي و انساني را به خطر انداخته است. هر كشوري براي ايجاد صلح و مبارزه با تروريسم از روشهاي مختلفي استفاده مي كند. و معمولا اولين لايه و راهكار مبارزه با حملات تروريستي، نيروي پليس مي باشد. لذا پژوهش حاضر با هدف بررسي نقش نيروي انتظامي جمهوري اسلامي (ناجا)، در مقابله با تروريسم انجام شده است. روش تحقيق در اين پژوهش تحليلي - توصيفي بوده، و با جمع آوري اطلاعات از كتب، مقالات و سايت هاي علمي به تبيين و تشريح نقش پليس در پيشگيري و مبارزه با تروريسم پرداخته شده است. و در نهايت به اين نتيجه رسيديم كه پليس به عنوان يك نيروي حافظ صلح و امنيت، با رويكرد پليس جامعه محور، و با مطالعه تاريخچه فعاليت هاي تروريستي انجام شده، به كارگيري راهكارهاي عمومي و تخصصي مبارزه با تروريسم، استفاده از توان پليس هاي تخصصي خود از جمله: پليس اينترپل، پليس فتا، پليس اطلاعات، پليس مرزباني، يگان ويژه و سازمان عقيدتي سياسي، كه هركدام داراي دانش تخصصي لازم براي پيشگيري و مبارزه با تروريسم هستند، و بررسي آينده تروريسم و روشهاي مبارزه با تروريسم آينده، نقش مؤثري در مقابله با تروريسم ايفا مي كند.

With the advancement of technology, the expansion of cyberspace, the Internet and the transformation of social conditions, terrorism has become an international phenomenon today, endangering international, national and human security. Each country uses different methods to create peace and fight against terrorism. an‎d usually the police force is the first layer and the strategy to combat terrorist attacks. Therefore, the present study was conducted to investigate the role of the IRGC in counteracting terrorism. The research methodology in this analytical research is descriptive, and by collecting information from books, articles and scientific sites, the role of police in pre-empting and combating terrorism has been explained. Finally, we conclude that the police, as a force for maintaining peace and security, based on a community-based policing approach, and by studying the history of terrorist activities, the use of public and specialized counter-terrorism strategies, the use of the capabilities of their specialized police, including: Interpol, FATA Police, Information Police, Border Police, Special Units and Political Consultative Organizations, each of which have the expertise necessary to prevent and combat terrorism, and in the future of terrorism and anti-terrorism methods they will play an effective role in countering terrorism
