استراتژي‌هاي كارآمدسازي اقتصاد سياسيِ منطقه‌اي افغانستان و ايران بر مبناي تحليل سيستميِ نقش بندر چابهار

Strategy efficiency political economy regional between Afghanistan and Iran In the basic of analysis system SWOT Chabahar Port

افغانستان و ايران با هدفِ افزايش تعاملات اقتصادي - سياسيِ دوجانبه و منطقه­ اي، توجه ويژه ­اي به بندر چابهار طي سال­هاي 2017-2014 م. داشته ­اند. اما اين مسئله كه اين بندر، چگونه مي­تواند در تحقق هدفِ مذكور سهيم باشد، در ترازوي سنجش علمي، قرار نگرفته است. از اين­رو، سؤالِ اصلي نوشتار حاضر اين است كه با اتخاذ چه راهبردها و تحت چه شرايطي، بندر چابهار مي­تواند در كارآمدي اقتصاد منطقه­ ايِ افغانستان و ايران مؤثر باشد. نويسندگان مقاله، با كاربست روش تحليل سيستميِ مدل SWOT، درصدد پاسخ به اين سؤال برآمده­ اند. فرضيه­ ي پژوهش از اين قرار است كه تلاش ايران جهت تنش ­زدايي بين­ المللي براي كاهش تحريم­ها، و توسعه­ ي زيرساخت­هاي ترانزيتي و ساحلي بندر چابهار، موجب تسهيل پيوند اقتصادي افغانستان به بازارهاي بين ­الملليِ جنوب مي­شود. اين مهم با درآمدزايي ملي و تشديد وابستگي متقابلِ اقتصادي و سياسي ايران و افغانستان، تحقق اقتصاد منطقه­ اي آنان را در پي خواهد داشت. نتايج پژوهش، حاكي از تأثيرپذيري شديد رونق بنادر ايران از مولفه­ هاي خارجي (تحريم­ها)، تشديد وابستگي تجارت خارجي افغانستان به مسير ترانزيتي چابهار، و غفلتِ دولت ايران از بنادر و نواحي ساحليِ جنوب شرق است. چابهار تنها نقش بندر و مطالبات صرف اقتصادي ندارد بلكه براي هر دو كشور راه‌گشاي مسائلي است كه به صورت تاريخي ناديده گرفته‌ شده است. افغانستان انزواي جغرافيايي دارد و ايران نيز به لحاظ مسائل آبي و محيط زيستي در تنگنا است. چابهار مي‌تواند شروع مراودات سياسي و اقتصادي دو كشور به گونه‌اي باشد كه فرجام دو بازيگر به يگديگر پيوند بخورد.

Iran and Afghanistan have paid attention to Port Chabahar in 2014 – 2017 for increase interaction economic and politic. But what is the role Port Chabahar in the integration between two countries’ not been measured and this article want apply scientific mythology for this purpose. The main question this article is which strategy and what condition can efficiency in increasing function Port Chabahar to integration and increasing economic indicators. For answer to this question we applied method SWOT in narrative analysis system. The research hypothesis is as follows for possibility integration Iran must choice Détente in international relation specially from great power to reduce economic sanctions and improve transit infrastructure and create facility Port. This article analysis that Port Chabahar could play special role for extend relation between two country. Afghanistan and Iran have many problem in the political relation and all the time could not reach the solution for your demand. Policymaking in Afghanistan suffering from geographic isolation and for compotation to Pakistan need reduce depended to Karachi port. Iran also need Afghanistan for solve the shortage water and crisis environment that all problems reach the result if Afghanistan entrance to relationship politic and strategic economy to Iran. Port Chabahar can apply for all the problem between two countries because when Iran help to Afghanistan to escape from isolation can expect this country pay water right Hamon lake to Iran and reduce some of environment crisis.
