الگوي حكمراني خوب: چارچوبي براي تحليل اقتصاد سياسي دولت هاشمي رفسنجاني (1368-1376)

Good governance: The Framework for Analysis of Hashemi’s political Economy

هدف اين مقاله بررسي سياست‌ها و عملكرد دولت جمهوري اسلامي ايران در دوران رياست‌جمهوري هاشمي رفسنجاني، براساس الگوي حكمراني خوب است. سؤال اصلي تحقيق ميزان انطباق عملكرد دولت آقاي هاشمي رفسنجاني با شاخصه‌هاي هشت‌ گانۀ الگوي حكمراني خوب در برنامۀ توسعۀ سازمان ملل و بانك جهاني است. مدعا و فرضيۀ تحقيق اين است كه قانون اساسي نظام جمهوري اسلامي ايران ظرفيت رسيدن به الگوي حكمراني خوب را دارد و دولت هاشمي رفسنجاني نيز به‌ عنوان يكي از دولت‌هاي بعد از انقلاب تلاش كرد به‌ سوي تحقق اين الگو حركت كند اما به دليل برخي موانع ساختاري و اداري چنانكه بايد به هدف خود نرسيد. در عصر جديد، الزامات و ضرورت‌هاي سياسي، فرهنگي، اجتماعي و اقتصادي تغيير كرده و شكل تازه‌اي از روابط بين دولت و ملت به‌ وجود آمده است. در روابط جديد دولت بايد سياست‌گذار و تعيين‌كنندۀ خط‌ مشي‌هاي كلي باشد و بر اساس چارچوب حقوقي محدودۀ عمل سياسي را تعيين كند، بخش خصوصي توليد ثروت را سرلوحۀ خود قرار دهد و جامعۀ مدني از طريق بسيج عمومي براي مشاركت در ابعاد اقتصادي، سياسي و اجتماعي ارتباط متقابل ميان جامعه و دولت را تسهيل كند. بنابراين بررسي ميزان تطبيق دولت‌هاي جمهوري اسلامي با الگوي حكمراني خوب و شاخصه‌هاي آن ضروري مي‌نمايد.

This study was planned to examine policy and performance of Islamic Republic of Iran based on good governance model (case study, Hashemi Rafsanjani 1989-1997).On this basis, author has explained good governance and also its indices in Hashemi Rafsanjani administration. In modern age, political, cultural, social and economic needs and necessities has been changed so that new form of relations took place among states and nations. In this new form, the state should be policy- maker and determine general policies and political act domain based on law framework. It should follow private sector as an example for its wealth producing and civil society facilitates interactions among society and state through general mobilization for participation in political, social and economic aspects. In this research, good governance model theory and its indices (participation, low authority, responsibility, efficiency and usefulness, justice and equity) will be explained. On the other hand, events of Hashemi Rafsanjani administration will be provided. Finally, it studies adaptability of good governance model indices to performance of Hashemi Rafsanjani administration. According to author, system of Islamic Republic of Iran has constitutional law and administration of Hashemi Rafsanjani as one of post-revolution administrations tried to follow this model, but its efforts had ups and downs because of some structural and administrative obstacles.
