Separation of ownership and management in support of the development of technology and industry :An overview of the experience of the Atomic Energy Organization, Aerospace, the Ministry of Energy and the IDRO

بررسي تجربۀ كشورهاي پيشرفته و صنعتي جهان نشان داده است كه بدون مشاركت تمام‌ عيار بخش خصوصي، توسعۀ فناوري راه به جايي نخواهد برد. نقش دولت بايد فراهم‌سازي زمينه براي توسعه و تجاري‌سازي فناوري و رونق يافتن كسب‌ و كار فناوري‌ بنيان در بخش خصوصي باشد. در حالي‌ كه در كشور ما تسلط و نفوذ بخش دولتي در بيشتر زمينه‌هاي مرتبط با توسعۀ فناوري، مجالي براي حضور بخش خصوصي باقي نمي‌گذارد و حتي عملكردي ضدحمايتي در تجاري‌ سازي دارد. در اين ميان، برخي سازمان‌ها و نهادهاي كشور، تلاش‌ها و اقداماتي را براي فرار از مديريت دولتي، استفاده از توانمندي‌هاي بخش خصوصي و فراهم كردن ساختار و ساز و كار مناسب براي توسعۀ فناوري انجام داده‌اند. در اين نوشتار تجربۀ سازمان انرژي اتمي، سازمان صنايع هوا‌ـ‌فضا، وزارت نيرو و سازمان گسترش و نوسازي صنايع ايران در توسعۀ فناوري و راهبرد ساختاري پيشنهادي آن‌ها براي رفع اين مشكلات بررسي شده است. در اين پژوهش، از برگزاري نشست‌هاي خبرگان براي بررسي و تحليل تجربيات سازمان‌هاي مذكور و ارائۀ پيشنهاد بهبود استفاده شده است.

The study of the experience of the developed and industrialized countries of the world has shown that without the full participation of the private sector, the development of technology will not take place. The role of the government should be to provide the pathway of the development and commercialization of technology and the prosperity of the technology-based business in the private sector. While in our country the dominance and influence of the public sector in most areas related to technology development does not leave room for the private sector and even has a counterproductive role in commercialization. Meanwhile, some organizations and institutions of the country have made efforts to evade government management, utilize the capabilities of the private sector and provide the appropriate structure and mechanism for the development of technology. In this paper, the experience of the Atomic Energy Organization, the Aerospace Industries Organization, the Ministry of Energy and the Industries Development and Renovation Organization (IDRO) in technology development path was explored and structural strategy to address these problems has been reviewed. In this study, expert meetings were held to review and analyze the experiences of these organizations and provide an improvement proposal.
