آشنايي مرزبانان با قوانين و مقررات مرزي و ديپلماسي فعّال؛ راهبردي متقن براي تثبيت امنيّت در مرزها

Trading border guards and active diplomacy with laws and regulations; The consistent strategy for strengthening border security

يكي ‌از مهمترين وظايف ‌مرزبانان ‌پس‌ از استقرار‌ در نواحي ‌مرزي، همكاري‌ دوجانبه ‌با مرزبانان ‌كشور مقابل ‌بر اساس قراردادها و پروتكل ها و توافق نامه هاي دولت هاي طرفين مرز براي نيل به امنيتي‌ پايدار‌ ‌در نواحي مرزي مي‌باشد‌ كه‌ از ‌آن‌ به ‌عنوان ‌ديپلماسي ‌فعّال ‌مرزبانان ‌تعبير ‌مي‌شود. هدف ‌اصلي ‌اين تحقيق ‌بررسي ‌تأثير ديپلماسي ‌فعال ‌مرزبانان ‌جمهوري ‌اسلامي ‌ايران ‌با مرزبانان ‌كشورهاي ‌همجوار ‌در امنيت مرز بوده است؛ در راستاي تحقق اين هدف سعي شد تأثير اجراي دوره هاي آموزشي آشنايي با قوانين و مقررات‌ مرزي بر بهبود ديپلماسي فعال روي افسران تحصيل كرده مرزباني در رشته حقوق شناسايي و بررسي شود. اين ‌تحقيق ‌از ‌نظر ‌هدف‌، ‌كاربردي ‌و‌ از ‌نظر ‌روش‌ اجرا‌ جزء ‌تحقيقات‌ پيمايشي ‌است.‌ جامعه‌ آماري ‌مورد ‌مطالعه ‌كليه ‌فرماندهان‌ هنگ‌هاي مرزي (مرزبانان درجه يك) ‌و فرماندهان ‌گروهان‌هاي مرزي (مرزبانان درجه ‌دو) بوده‌اند ‌كه ‌حجم ‌نمونه ‌به‌ صورت ‌تمام ‌شمار كليه‌ جامعه‌ آماري‌ به تعداد 143 نفر در‌ نظر ‌گرفته ‌شد. ابزار ‌مورد ‌استفاده ‌براي‌ جمع‌آوري ‌اطلاعات‌ پرسشنامه ‌محقق ‌ساخته ‌بوده ‌است‌ كه‌ بر‌ اساس‌ رهيافت ‌نظري ‌و نيز ‌با ‌ابتناء ‌بر آيين نامه ‌مرزباني‌ تدوين و براي تعيين اعتبار پرسشنامه از تكنيك اعتبار صوري و براي تعيين پايايي سؤالات از ضريب آلفاي كرونباخ استفاده شد كه نتايج بدست آمده (آلفاي بالاتر از 7/0) پايايي مطلوب ابزار را نشان داد. براي تجزيه و تحليل داده ها از نرم افزار SPSS استفاده شده است؛ نتايج تحقيق نشان داد كه: 1- ديپلماسي فعال مرزبانان جمهوري اسلامي ايران با مرزبانان كشورهاي همجوار بر حسن اجراي قوانين و مقررات مرزي دو جانبه تأثير دارد. 2- اجراي دوره هاي آموزشي آشنايي با قوانين و مقررات مرزي و نيز انتخاب مرزبانان از بين افسران تحصيلكرده در رشته حقوق بر بهبود ديپلماسي فعّال آنان تأثير مثبت و معنا داري داشته ‌است‌ و 3-ديپلماسي ‌فعال ‌مرزبانان ‌جمهوري ‌اسلامي ايران با مرزبانان كشورهاي همسايه در امنيت مرزهاي جمهوري اسلامي ايران تأثير مثبت، سازنده و معناداري دارد

One of the most important duties of border guards, after being settled at border areas, is to cooperate mutually with border guards of neighboring countries according to contracts, agreements and protocols between the two states in order to achieve a constant security. This process is called active diplomacy of border guards. The main goal of this research has been to consider effects of active diplomacy of Iranian border guards with their neighboring countries on border security. To achieve this goal, the effects of educational courses on border laws and regulations (with emphasis on border guards’ active diplomacy principles) and also selecting border guards among officers educated in law on improving their active diplomacy have been taken into consideration. Regarding its goal, this research has an applied goal and methodologically it is a survey research. The statistical group studied in this research includes all commanders at border regiments (Grade one border guards) and commanders of border companies (Grade two border guards) and the volume sample(inciuding143officers) has been considered as the whole statistical group. The tool for collecting data has been a questionnaire which was edited based on the theoretical strategy and Border Guard bylaw. Besides, to determine the questionnaire’s credit, the facial technique and to determine the reliability of questions, Cronbach’a alpha have been used and the results(+0.07) show a desirable reliability of the tools for data analysis SPSS software has been used. Results of the research show that active diplomacy of Iranian border guards with border guards of their neighboring countries improves enforcement of border laws and regulations. Also, holding courses on border low and regulations and… appointing border guards out of officers educated in law improves their active diplomacy. At last, results of the research show that the active diplomacy of Iranian border guards with border guards of their neighboring counties has a positive and meaningful effect on border security of the Islamic Republic of Iran.
