Strategic analysis of food safety policy-making

در مطالعۀ‌ حاضر به منظور بررسي وضعيت موجود سياست‌هاي ملي ايمني غذايي از مدل سياست‌ پژوهي ماژرزاك كه ثبت دانش درمورد يك مشكل، درك علل و عواقب آن و ارائه راهكار است، بهره گرفته شد. براي گردآوري داده‌ها با چهار گروه از صاحب‌نظران داراي تجربه سياست‌گذاري ايمني غذايي در حوزه‌هاي استاندارد، بهداشت، محيط زيست و كشاورزي به‌صورت نمونه‌گيري گلوله‌ برفي مصاحبه شد. مصاحبه به شكل نيمه ساختاريافته و بر اساس سؤالات مدل ماژرزاك در قالب پروتكل سوات انجام شد. تجزيه و تحليل داده‌هاي گردآوري شده در محيط نرم‌افزارهاي MAXQDA 2007 و Excel2010 صورت گرفت. در فرايند تحليل سياست‌گذاري ايمني غذايي نيز از ماتريس‌هاي ارزيابي داخلي، ارزيابي خارجي، عوامل داخلي ـ خارجي و برنامه‌ريزي استراتژيك كمي‌‌ استفاده شد. يافته‌ها نشان مي‌دهد كه سياست‌گذاري ايمني غذايي جايگاه شايسته‌اي ندارد و براي بهبود آن بايد راهبرد گروه تدافعي كه مبتني بر كاهش نقاط ضعف و پرهيز از تهديدهاست به ترتيب در اولويت قرار گيرند كه عبارتند از: 1. افزايش هم‌افزايي مديريت ايمني غذايي 2. حل مشكلات و بحران‌هاي محيط زيست 3. الزام به اجراي برنامه‌هاي استراتژيك و تقويت آن

The aim of this study was to investigate the current situation of national food safety policies that use Majchrzak method of policy research which documented knowledge about a problem and evidence to understand the causes and consequences of problems and about ways to solve the problem. For data collection, were interviewed four groups with experience of food safety policy-making in the field of standard, health, environment and agriculture that they were selected with snowball sampling. According to questions of Majchrzak method in format of SWOT protocol semi-structured interviewed. Due to analyze of collected data, was used MAXQDA2007 and Excel2010. In the process of analysis of food safety policy-making, we used internal factor evaluation matrix (IFE[1]), External factor evaluation matrix (EFE[2]), Internal-External matrix (IE[3]) and Quantitative strategic planning matrix (QSPM[4]). The findings show that the food safety policy-making doesn't have a suitable place. For its improvement, it should prefer the strategies of defending group (Weakness& Threat-WT) based on the decrease of weak points and the avoid of threats. They are as follows: 1.Increasing the synergy of food safety management. 2.Solving environmental problems and crises. 3.Strengthening and requiring implementation of strategic plans. [1].
