The Effects of Globalization on Public Administration in Iran

تحولاتي كه جهاني شدن در عرصه‌هاي سياسي، اقتصادي، فرهنگي و اجتماعي ايجاد ميكند، بي‌شك آثاري را نيز بر مديريت دولتي هر كشوري به جا مي‌گذارد. هدف اين پژوهش، بررسي آثار جهاني شدن بر مديريت دولتي از ديد خبرگان مديريت دولتي در ايران است.پژوهش حاضر از نظر هدف، كاربردي است و با رويكرد قياسي به صورت مقطعي و پيمايشي اجرا شده است. جامعۀ آماري آن 92 نفر از استادان مديريت دولتي دانشگاه‌هاي شهر تهران است. با توجه به جدول مورگان، از اين تعداد 75 خبره براي حجم نمونه انتخاب شدند و پرسشنامه‌ها در اختيار آنان قرار گرفت. نتايج نشان مي‌دهد در ايران، جهاني شدن در ابعاد فرهنگي/ فني تحقق يافته، ولي هنوز در ابعاد اقتصادي و سياسي/اجتماعي محقق نشده است. نتايج نشان دهندۀ تسلط ديدمان ادارۀ امور عمومي سنتي در ايران است. در نهايت، ابعاد سياسي/اجتماعي و فرهنگي/فني جهاني شدن بر مؤلفه‌هاي پايۀ نظري و ذينفعان اداري مديريت دولتي اثرگذار است و بُعد اقتصادي بر مؤلفه‌هاي پاسخگويي و اختيارات اداري تأثير ميگذارد، اما بر ساير مؤلفه‌هاي مديريت دولتي هنوز تأثيري نداشته‌ است.

Abstract: With the changes that globalization created in political, economic, cultural and social areas, undoubtedly it influences the public administration in any country. The aim of this study is to examine the effects of globalization on public administration in Iran from the viewpoints of public administration experts. In terms of purpose, this study is an applied research; in terms of approach, a deductive study; in terms of time horizon, a cross-sectional survey. A survey is administered to 92 academic members in public administration in Tehran universities. According to Morgan’s Table, 75 experts selected and questionnaires were distributed among them. Findings indicate that, cultural/Technical dimensions of globalization has been accomplished, but its economic and political/social dimensions has not been fulfilled yet in Iran. Meanwhile, the result is indicative of dominance of tradition public administration paradigm in Iran. Finally, the political/social and cultural/technical dimensions have changed the theoretical basis and administrative stakeholders of public administration and economic dimension has an effect on accountability and administrative discretion, and the rest of the public administration components has not affected yet.
