تاثير دولت ها بر تامين منابع مالي بنگاه هاي كوچك و متوسط در اقتصاد سياسي كسب و كار

International political economy and business environment: the impact of governments on financing small and medium-sized enterprises

محيط كسب و كار از جمله شاخص­ هاي تعيين كننده وضعيت اقتصادي كشورهاست كه سازمان هاي جهاني، سرمايه گذاران و توليد كنندگان بر اساس آن به تجزيه و تحليل موقعيت اقتصادي كشورها مي پردازند. ارائه تعريف دقيق از فضاي كسب و كار دشوار است، اما در بيان سودمند و مفيد، فضاي كسب و كار و سرمايه گذاري به مثابه محيط سياستي، نهادي و رفتاري­اي مي باشد كه بازدهي و مخاطرات مرتبط با فعاليت هاي اقتصادي و سرمايه گذاري ­ها را تحت تاثير قرار مي دهد. ميزان تاثير دولت ها بر رشد اقتصادي و تامين منابع مالي بنگاه هاي كوچك و متوسط از جمله مواردي است كه در بسياري از مواقع مبهم در نظر گرفته مي شود و داراي شكل هاي متفاوتي مي باشد و در اين ميان تاثير اقتصاد سياسي بين الملل بر محيط كسب و كار صنايع كوچك و متوسط موضوعي مي باشد كه كمتر مورد توجه و بررسي قرار گرفته است. بنابراين هدف اصلي اين مقاله كه بصورت مطالعه كيفي مي باشد بررسي ادبيات پيرامون نقش سياست هاي دولت ها در اقتصاد سياسي جهاني و محيط كسب و كار و تاثير آن بر تامين منابع مالي بنگاه هاي كوچك و متوسط مي باشد. بررسي ها نشان داد ايران با داشتن قريب به 1/5 ميليون كارگاه كوچك و متوسط كه براساس تعريف بايد زير 50 نفر نيروي انساني داشته باشند، مي‌تواند با تقويت و تلاش براي گسترش آنها، حمايت دولت و اتخاذ سياست هاي مناسب، فرصت توسعه و پيشرفت اقتصادي را براي كشور دست يافتني نمايد.

The business environment is one of the factors determining the economic status of countries so that global organizations, investors, and manufacturers analyze the economic situation of countries based on this factor. Providing precise definition of the business environment is difficult, but in simple words, business, and investment environment is like political, institutional, and behavioral environment affecting the output and risks associated with economic activities and investments. The extent of the impact of governments on economic growth and financing small and medium-sized enterprises are some of the items considered ambiguous in most of times, and it has different forms. In this regard, the impact of international political economy on the business environment of small and medium-sized enterprises is an issue that has not been investigated so much. Therefore, the main objective of this article conducted qualitatively is to review the literature on the role of governments’ policies in the global political economy and business environment and its impact on financing small and medium-sized enterprises. Investigation has shown that Iran that has approximately 1.5 million small and medium-sized enterprises can achieve to development opportunity and economic development by strengthening them and making effort to expand them, government supporting, and adopting appropriate policies.
