نقش مديران محلي در مديريت انتظامي مناطق روستايي پيرامون كلان‌شهر تهران (موردمطالعه: بخش آفتاب تهران)

Role of Local Management in Disciplinary Management of Rural Areas around the Tehran A Case Study of Aftab District in Tehran

امنيت ازجمله پديده‌هاي مهم و شايان توجهي است كه از نيازها و ضرورت‌هاي اساسي در هر جامعه به شمار مي‌رود. يكي از نهادهايي كه نقشي بسيار مؤثر در ارتباط با امنيت انتظامي جامعه به‌خصوص در نواحي روستايي مي‌تواند داشته باشد، مديريت محلي است. هدف از پژوهش حاضر ارزيابي نقش مديريت محلي در مديريت انتظامي مناطق روستايي است. روش پژوهش در اين بررسي مبتني بر روش توصيفي-تحليلي است. در گردآوري داده‌ها و اطلاعات، از مطالعات كتابخانه‌اي-اسنادي و ميداني استفاده‌شده است. پايايي داده‌ها بر اساس ضريب آلفاي كرونباخ محاسبه‌شده كه نشان‌دهنده عدد (0٫841) است و روايي داده‌ها نيز بر اساس شيوه روايي محتوا (مطابق نظر اساتيد) انجام‌گرفته است. در تحليل داده‌ها، از آزمون‌هاي آماري توصيفي و استنباطي (رگرسيون چند متغيره، آزمون t تك نمونه‌اي، همبستگي اسپيرمن) بهره‌گيري شده است. جامعه آماري پژوهش شامل دو گروه ساكنين روستايي و مديران محلي مناطق روستايي بخش آفتاب تهران است. نتايج حاصل از تحليل عملكرد مديران محلي در مديريت انتظامي مناطق روستايي نشان دادند كه عملكرد مديران محلي درزمينه مديريت انتظامي با ميانگين (3٫09)، در وضعيت نسبي مناسبي قرار دارد. هم‌چنين ارزيابي ميزان توانايي مديران محلي در مديريت انتظامي نشان مي‌دهد در شاخص‌هاي ساختار، تشكيلات، قوانين و مقررات با ميانگين (3٫34)، دانش و آگاهي لازم در جهت مديريت انتظامي با ميانگين (3٫25) بالاتر از حد متوسط قرار دارد و شاخص‌هاي منابع مالي با ميانگين (2٫35)، امكانات و تجهيزات موردنياز در سطح پايين‌تر از سطح متوسط قرارگرفته است و وضعيت مطلوبي ندارند.

The security is one of the most important and basic needs and necessities of every society. The local management is one of the institutions which may play an important role in establishing security in society, especially in rural areas. This study aimed at assessing the role of local management in rural disciplinary management and it was descriptive-analytic study. The library, documentary, and field studies were used for data collection. Using Cronbach's alpha coefficient, the reliability of data was calculated to be 0.841. The validity of data was assessed using content validity method. The descriptive and inferential (multivariate regression, single sample t-test, spearman correlation) statistics were used for data analyzing. The population consisted of two groups: rural residents and local managers in rural areas of Aftab district in Tehran. The results maintained from analyzing the performance of local managers in disciplinary management of rural areas illustrated that the performance of local managers in disciplinary management (mean= 3.09) was in a relatively good situation. Also, the assessment of ability of local managers in disciplinary management showed that the structure, organization, rules, and regulations indices (mean= 3.34) and needed knowledge for disciplinary management (mean= 3.25) were above moderate level. Also, the financial resources indices (mean= 2.35) and needed facilities and amenities were below moderate level and were not in desirable situation.
