جامعه‌شناسي تاريخي و سياست خارجي ايران: يك چارچوب نظري

Historical Sociology and Iranian Foreign Policy: A Theoretical Framework

سياست خارجي ايران يكي از حوزه‌هايي است كه توجه تحليل گران متعددي را به خود جلب كرده و ادبيات گسترده‌اي به‌خصوص دريكي دو دهه اخير در اين زمينه توليد شده است. مقاله پيش رو با تقسيم ادبيات مذكور به سه دسته تاريخي، كاربست نظريه و نظريه‌پردازي به بررسي آثار موجود پرداخته و به اين نتيجه مي‌رسد كه به‌رغم اهميت تحليل سياست خارجي ايران تلاش‌هاي صورت گرفته در اين زمينه از حيث كاربست نظريه‌ها و نظريه‌پردازي توسعه‌نيافته است. در راستاي بهبود وضعيت موجود، مقاله معتقد است نظريه جامعه‌شناسي تاريخي روابط بين‌الملل با داشتن شاخص‌هايي ازجمله تأكيد بر نقش تاريخ در كنار نظريه، تنوع موضوعي و روشي، عدم جدايي نيروهاي داخلي و خارجي، روش مقايسه‌اي و ترسيم دولت به‌عنوان نهاد برآمده از دل نيروهاي اجتماعي، ظرفيت و چارچوب مناسبي براي توصيف، تحليل، تبيين و نظريه‌پردازي سياست خارجي ايران فراهم مي‌سازد. بنابراين، بابيان قابليت، تناسب و سودمندي نظريه جامعه‌شناسي تاريخي روابط بين‌الملل در تحليل سياست خارجي ايران، نهايتاً سعي شده است چارچوب نظري براي تحليل و تبيين سياست خارجي اين كشور ارائه شود كه ضمن توجه به مؤلفه‌هاي داخلي و خارجي در شكل‌دهي به سياست خارجي قابليت تغيير و تحولات آن در طول زمان نيز داشته باشد.

Iran's foreign policy is one area that has attracted the attention of numerous analysts resulting in an extensive literature especially in last two decades. Classifying the literature into three; historical, application of theory and theorizing, this article argues that the literature on Iran's foreign policy analysis is underdeveloped in theory developing and application. In order to improve the situation, we believe that historical sociology of international relations has major features including emphasis on the role of history along with theory, diversity of subjects and methods, interweaving internal and external forces which shape foreign policy, comparative method, and state as an institution, which provide proper capacity and framework to analyze, explain and theorize Iran's foreign policy. Thus, after we have shown the appropriateness and usefulness of the approach, we will propound a theoretical framework for Iran's foreign policy analysis. This framework not only considers internal and external components but also can analyze changes in foreign policy over time
