چكيده فارسي :
زمينه و هدف: ايجاد يك نظام شايستهسالار هماهنگ و سازگار، همواره مدّنظر سازمانهاي كارآمد و موفق بوده است.. ويژگيهاي شخصيتي در نظام شايسته سالار، شامل كيفيتها و صفتهاي انساني است كه درواقع، جزء شخصيت ذاتي فرد هستند و اعمال، رفتار و عادتهاي افراد از آنها شكل ميگيرد. اين ويژگي ها شامل شجاعت، خلاقيت، انعطافپذيري، قاطعيت، اعتماد به نفس، بردباري و خويشتنداري، و هوش بوده كه محقق با امعان به اهميت موضوع درپي شناخت ميزان تأثير آنان در تحققيافتن نظام شايستهسالار در فرماندهي مرزباني است تا بتواند با عرضۀ راهكارهاي مناسب به متصديان در ايجاد زمينۀ لازم براي جذب و بهكارگيري و شناسايي استعدادهاي بالقوۀ شخصيتي مديران و فرماندهان و ارتقاي مهارتهاي آنان اقدام نمايد. در اين راستا با توجه به مباني نظري و بهويژه با استفاده از مباني موردنظر سيد احمد سجادي، درصد پاسخدادن با اين سؤال هستيم كه عوامل بعد شخصيتي تا چه ميزان در تحققيافتن نظام شايستهسالاري در مرزباني مؤثرند. به بررسي موضوع پرداخته است.
روش: پژوهش از نوع توصيفي و با شيوۀ پيمايشي و جمعآوري اطلاعات با استفاده از پرسشنامۀ 27 سؤالي محققساخته صورت گرفته است . جامعۀ آماري تحقيق شامل كليۀ فرماندهان، مديران و نخبگان مرزباني بوده كه ازبين آنها تعداد 97 نفر بصورت هدفمند بهعنوان جامعۀ نمونه انتخاب و درنهايت، نتايج دادهها با استفاده از نرمافزار spss تجزيه و تحليل و پايايي و روايي با روش آلفاي كرونباخ انجام شده ا ست.
نتيجه: براساس يافتههاي پژوهش، ويژگيهاي شخصيتي فرماندهان و مديران در تحققيافتن نظام شايستهسالاري در فرماندهي مرزباني، بسيار مؤثر بوده و ازميان ويژگيهاي شخصيتي، عامل صبر و بردباري و شجاعت و ضريب هوشي، و ازميان سؤالهاي مربوط به مصمم و پايداربودن در كارها درچهارچوب قانون وشرع و بر خورداري از شجاعت در بيان واقعيت و بيان سريع، صريح و شفاف مواضع قانوني دربرابر قانونگريزان، به بيشترين ميزان مؤثر بوده است.

Foundation and Goal: Preparing a meritocracy system have always been compatible and under attention of successful organizations. Meritocracy includes the process of identifying, employing, selecting, training, empowering and keeping personnel and preparing foundations of proper management based on their capabilities to be effective in reaching personal, organizational and social aims which starts by knowing proper people and then ends in training proper people. Personal features in this system includes human characteristics that indeed were a part of his/her nature and his behaviour, actions and manner is shaped by that. The features of people in preparing meritocracy system includes below items: (Directorial features of personal features, behavioral features, ideologue and value and perceptual competences, and security competences, physical and mental accuracy and health and preparedness) which the researcher reviewed focusing on the importance of border security and duties and missions of Border Policing Command and this issue that commanders and managers of this organization must have special features and capabilities for the sake of noblesse and doing their tasks and duties better. The more important and sensitive personality features includes: (Courage, creativity, flexibility, decisiveness, self confidence, patience, and continence and intelligence were reviewed) and scholar tried to identify the effectiveness rate of the features of personality dimension in preparing the meritocracy system in Border Policing Command so that he can propose proper solutions to official operating staff in way of preparing necessary conditions to absorb and employ and improve the skills of commanders and managers and preserving the capable experts and decrease the career relocation rate of personnel and identifying the potential personality skills of commanders and managers. In this way, according to the theoretical foundations particularly Sayid Ahmad Sajjadi theoretical foundations, scholar tried to answer this question: ((How much effective are the personality factors in preparing the meritocracy system in Border Policing Command?))
Method: The study method is descriptive-analytic, it used survey method and scholar-made questionnaire for info gathering and under study statistical society includes all Border Policing Command commanders, Managers and elite among whose 97 persons were meaningfully selected as the sample society. Focusing on the theoretical foundations, a 27-question questionnaire were designed and filled in by the statistical society and they were finally analyzed by SPSS and one-items and Freedman tests.
Conclusion: Research Results show that the personality features of commanders and managers had great effect on preparing meritocracy system in Border Policing Command, and among these features, patience and courage and intelligence were more effective and among items, decisiveness and resistance in doing works and duties within legal and religious framework and courage in telling truth and quick informing, clear reporting against legal trespassers were more effective items.
