بررسي عوامل مؤثر بر توسعه امنيت پايدار در مناطق مرزي مطالعه موردي : استان كردستان

Studying Factors Affecting the Development of Sustainable Security in the Border Areas Case Study: Kurdestan

ايجاد امنيت زمينه ساز توسعه در همه ابعاد انساني است و خود نيز از آن تأثير مي‌پذيرد و پيش نياز داشتن يك اجتماع سالم و توسعه يافته برقراري امنيت پايدار در جامعه است. طي سال هاي اخير موضوع امنيت مناطق مرزي به طور جدي مورد توجه مسئولان بوده است. كم رنگ شدن امنيت پايدار در اين استان هاي مرزي كشورمان سبب شده است تا ضرورت پرداختن به مقوله امنيت پايدار مطرح باشد. با توجه به اهميت مناطق مرزي، هدف اين پژوهش بررسي و سنجش امنيت پايدار در استان كردستان است. لذا پژوهش به اين پرسش پاسخ مي‌دهد كه موانع و چالش‌هاي اصلي در شكل گيري امنيت پايدار چه بوده است و راهكارهاي ارتقاي امنيت پايدار در اين منطقه كدام است. روش پژوهش توصيفي – تحليلي، مبتني بر پرسشنامه و از نوع كاربردي است. حجم نمونه به تعداد 35 نفر و روش نمونه گيري گلوله برفي مي‌باشد. در اين پژوهش پس از شناسايي نقاط ضعف، قوت، فرصت ها و تهديدات امنيت پايدار در استان كردستان با استفاده از مدل برنامه‌ريزي استراتژيك (SWOT) مورد تجزيه و تحليل قرار گرفت و راهبردهاي جهت توسعه امنيت پايدار ارائه گرديد. نتايج به دست آمده از ماتريس نهايي SWOT، نشان مي‌دهد كه وضعيت امنيت پايدار در استان كردستان در موقعيت تهاجمي (SO) قرار دارد و بايستي با بهره‌گيري از نقاط قوت درصدد بهره برداري از فرصت ها برآييم تا بتوانيم در امر مديريت امنيت به رشد و شكوفايي و توسعه پايدار امنيت دست يابيم. يافته‌هاي اين پژوهش بيان گر اين است كه با توجه به فقدان برخي از مؤلفه‌هاي امنيت پايدار در استان كردستان نياز است مسئولان در تأمين، تقويت و ايجاد هر يك از مؤلفه‌هاي توسعه اقتصادي، اجتماعي، فرهنگي و سياسي- امنيتي زمينه‌هاي لازم را فرهم نمايند.

Security making is to pave the way of development in human all aspects and also is under the influence of it andsustainable security is a prerequisite for having a healthy and developed society. In recent years the issue of security of border areas has been seriously considered by the authorities. To lose importance of sustainablesecurity in the border province of our country has led to be concerned this issue necessity. Due to the importance of the border regions, the aim of this study is to evaluate and survey the sustainable security in Kurdistan. This study answers the question what were the major barriers and challenges in the formation of sustainable security and which is promoting security solutions in this region. The study is applied descriptive - analytical, questionnaire-based and of practical. Samples are 35 people and based on the snowball sampling method. In this study, after identifying the weaknesses, strengths points, opportunities and threats sustainable security was analyzed in the Kurdistanby strategic planning model (SWOT) andwere presented strategies to develop sustainable security. The results of the final matrix SWOT show that the stable security situation in Kurdistanis in attack position (SO), and shall, using the strengths points, attempt to exploit the opportunities and be able to achieve to prosperity and development sustainable security in Security Management,. The findings of this study representthat due to lack some of the components of sustainable security in the Kurdistan, officials are required to provide, enhance and create each component of the economic, social, cultural and political-security development.
