تأثير محيط قانوني بر اثربخشي مديريت راهبردي در وزارت ورزش و جوانان

The Effect of the Regulatory Environment on the Effectiveness of Strategic Management in the Ministry of Sport and Youth

هدف از پژوهش حاضر بررسي تأثير محيط قانوني بر اثربخشي مديريت راهبردي در وزارت ورزش و جوانان بود. جامعۀ آماري تحقيق اعضاي هيأت علمي دانشگاه‌ها با سابقۀ مديريت در ورزش، مديران وزارت ورزش و جوانان و كارشناسان خبره در واحدهاي ستادي و تابعه و مديران فدراسيون‌هاي ورزشي به تعداد 300 نفر بودند كه همۀ آنها به‌صورت كل‌شمار براي نمونۀ تحقيق انتخاب شدند. براي دستيابي به اهداف پژوهش از پرسشنامه‌هاي استاندارد محيط قانوني نيك‌نژاد (1394) و اثربخشي مديريت راهبردي نيك‌نژاد (1394) استفاده شد. روايي هر دو پرسشنامه به تأييد يازده تن از متخصصان رسيد و پايايي آنها در يك مطالعۀ مقدماتي با 30 آزمودني به‌ترتيب 0/84 و 0/86 محاسبه شد. براي تحليل اطلاعات جمع‌آوري‌شده از روش‌هاي آمار توصيفي و استنباطي از جمله ضريب همبستگي پيرسون و رگرسيون و معادلات ساختاري با كمك دو نرم‌افزار SPSS و AMOS استفاده شد. نتايج نشان داد كه بين محيط قانوني و تمامي ابعاد آن با اثربخشي مديريت راهبردي ارتباط مثبت و معناداري وجود دارد. همچنين مشخص شد محيط قانوني مي‌تواند تأثير مثبت، معنادار و قابل قبولي برابر با 0/557 بر اثربخشي مديريت راهبردي داشته باشد. همچنين ضريب تعيين به‌دست‌آمده نشان مي‌دهد كه محيط قانوني 31 درصد از واريانس اثربخشي مديريت راهبردي را تبيين مي‌كند. بدون توجه به آيين‌نامه‌ها و دستورالعمل‌ها و قوانين و تدوين آنها براساس راهبردها، راهبردها اثربخشي لازم را نخواهند داشت.

The aim of this study was to investigate the effect of the regulatory environment on the effectiveness of strategic management in Ministry of Sport and Youth. The study population consisted of faculty members with sport management experience, managers of the Ministry of Sport and Youth, experts in staff units and subsidiaries and directors of sports federations (N=300) who were selected as the sample by census sampling method. To achieve the research goals, the Regulatory Environment Standard Questionnaire of Niknezhad (2015) and Strategic Management Effectiveness Questionnaire of Niknezhad (2015) were used. The validity of both questionnaires was confirmed by 11 experts and their reliability was calculated as 0.84 and 0.86 respectively in a pilot study with 30 subjects. For data analysis, descriptive and inferential statistical methods including Pearson correlation coefficient, regression and structural equations with SPSS23 and AMOS23 software were used. The results showed a significant positive relationship between the regulatory environment and its all aspects and the effectiveness of strategic management. Also, the results showed that the regulatory environment could have a positive, significant and acceptable effect (0.557) on the effectiveness of strategic management. The obtained coefficient of determination showed that the regulatory environment explained 31% of the variance in the effectiveness of the strategic management. The strategies will not have the required effectiveness with no statements, instructions, rules and regulations and their compilation based on strategies
