اقدامات پليسي - حقوقي مؤثر در مقابله با فعاليت‌هاي تروريستي (موردمطالعه : استان مرزي خراسان رضوي)

Police actions - Effective legal action against terrorist activities (Case study: Frontier Province of Khorasan Razavi)

زمينه و هدف : تروريسم به خاطر ماهيت خطرناك و چندگانه آن، به‌ويژه از دهه گذشته به‌عنوان يكي از مهم‌ترين موضوعات چالشي فرا روي دولت‌ها و سازمان‌هاي پليسي محسوب شده است. از اين‌ رو الزام و ضرورت حمايت از شهروندان و تأمين امنيت مرزهاي كشور؛ دولت‌ها را بر آن داشته كه در مقابله با تروريسم از سياست‌هاي مختلفي اگرچه به‌منظور نيل به بهترين راهكار به‌صورت آزمون‌وخطا بوده باشد؛ استفاده نمايند. هدف از اين پژوهش؛ شناخت و اولويت‌بندي مهم‌ترين راهكارهاي پليسي-حقوقي مقابله با فعاليت‌هاي تروريستي از ديدگاه مقامات ارشد قضايي و افسران ارشد پليسي استان مرزي خراسان رضوي مي‌باشد. روش: پژوهش حاضر از نظر هدف، كاربردي و روش انجام آن نيز توصيفي - تحليلي مي‌باشد. روش گردآوري داده‌ها تلفيقي از مطالعات اسنادي و پيمايشي است. ابزار اصلي مورد استفاده براي گردآوري اطلاعات، پرسش‌نامه است. كه براي «پاسخ به سؤالات تحقيق» از آزمون تي و كااسكوئر استفاده‌شده؛ ضمناً براي «رتبه‌بندي شاخص‌ها و گويه‌ها»؛ از آزمون فريدمن استفاده گرديده است. جامعه آماري اين پژوهش نيز شامل 90 نفر كه متشكل از 30 نفر از مقامات ارشد قضايي و 60 نفر از افسران ارشد پليسي استان مرزي خراسان رضوي مي‌باشد. يافته‌ها و نتايج : بر اساس يافته‌هاي پژوهش به ترتيب اقدامات پليسي مشاركتي با شهروندان و مرزنشينان؛ اقدامات اجرايي (پليسي)؛ اقدامات قضايي و اقدامات تقنيني در حوزه استان مرزي خراسان رضوي مؤثرترين اقدامات مقابله با تروريسم بوده كه «اقدامات پليسي مشاركتي با شهروندان و مرزنشينان» كه با استفاده از آزمون فريدمن به‌دست‌آمده؛ مهم‌ترين عامل مؤثر در مقابله با فعاليت‌هاي تروريستي است.

Background and Aim: Terrorism has been considered by governments and police organizations for its dangerous and diverse nature, especially since the past decade. Therefore, the necessity and necessity of protecting the citizens and securing the borders of the country have led governments to use different policies, in the face of terrorism, to try and achieve the best solution. The purpose of this research is to identify and prioritize the most important police-legal solutions to counter terrorist activities from the point of view of senior judicial officials and senior police officers of the Markazi province of Khorasan Razavi. Method: The present study is descriptive-analytical in terms of its purpose and its practical application. The data collection method is a combination of documentary and survey studies. The main tool used to collect information is a questionnaire. The T-test and Kasco test were used to answer the research questions. Also, Friedman test was used for ranking of indicators and terms. The statistical population of this study includes 90 people who consist of 30 senior judicial officials and 60 senior police officers of the Marzai province of Khorasan Razavi. Findings and results: According to the findings of the study, the actions of the participating police with the citizens and the border guards; the actions of the police (police); judicial and legislative measures in the border area of Khorasan Razavi were the most effective counter-terrorism measures that participatory police actions with citizens and border guards Which was obtained using Friedman's test, is the most important factor in counteracting terrorist activities.
