تدوين مدل شايستگي مديران ادارۀ كل ورزش و جوانان استان اصفهان (يك مطالعۀ موردي)

The Codification of Competency Model of Managers in Sport and Youth General Office of Isfahan Province (A Case Study)

اين پژوهش با هدف تدوين مدل شايستگي براي مديران ادارۀ كل ورزش و جوانان استان اصفهان انجام گرفت. جامعۀ آماري تحقيق، مديران ادارۀ كل ورزش و جوانان استان اصفهان بودند (82 نفر) و براي شناسايي ابعاد و مؤلفه‌هاي شايستگي مديران مذكور، مصاحبه‌هايي نيمه‌ساختاريافته با مديران برتر اداره انجام گرفت و پس از تحليل محتواي مصاحبه‌ها و بهره‌گيري از نظر خبرگان، مدل جامع شايستگي مديران استخراج و تأييد شد. چارچوب تفصيلي شايستگي‌هاي مديران مذكور در سه بعد (دانش و آگاهي، مهارت و توانايي، ويژگي‌هاي شخصي)، در قالب هفت مؤلفه و سي‌وپنج شاخص تأييد شد و تعاريف هر يك از شاخص‌ها براساس ادبيات علمي تدوين و همه مورد تأييد خبرگان قرار گرفت. در مورد چارچوب تفصيلي شايستگي‌هاي مديران ادارۀ كل ورزش و جوانان استان اصفهان بايد گفت كه مدل ارائه‌شده شامل شايستگي‌هاي تمامي ابعاد دانش، آگاهي‌ها، مهارت-توانايي و مشخصه‌هاي فردي و نشان‌دهندۀ جامعيت مدل است.

The aim of this study was to codify the competency model of managers of Sport and Youth general office of Isfahan province. The statistical population included the managers of Sport and Youth general office in Isfahan province (N=82). To identify the perspectives and criteria of competency in the mentioned managers, semi-structural interviews were conducted with senior managers. After content analysis of interviews and using elites’ viewpoints, the comprehensive competency model of managers was extracted and confirmed. The elaborative frame of competency of the mentioned managers was confirmed in 3 perspectives (knowledge and awareness, skill and capability, personal properties), 7 criteria, and 35 indexes. The definition of each index was codified according to the literature and confirmed by elites. It should be noted about the elaborative frame of competency of managers in Sport and Youth general office of Isfahan province that the provided model included all perspectives (knowledge and awareness, skill and capability, personal properties) which indicated the comprehensiveness of the model.
