بررسي ديدگاه ذينفعان در خصوص گفتمان سازي طرح هاي تحولي دانشگاه علوم انتظامي امين

An Investigation into the Stakeholders' Perspectives on Discourse-Making for Developmental Projects in Amin Police University

زمينه و هدف: گفتمان مجموعه به هم تافته‌اي از سه عنصر عمل اجتماعي، عمل گفتماني(توليد، توزيع و مصرف متن)و متن است. به همين دليل است كه گفتمان به يك مقوله جامعه‌شناختي تبديل‌شده است. هدف از اين پژوهش تبيين وضعيت گفتمان سازي طرح‌هاي تحولي دانشگاه علوم انتظامي امين از منظر ذينفعان دانشگاه و ناجا بوده است. روش: اين پژوهش ازنظر هدف كاربردي و از نظر روش توصيفي-پيمايشي بود، دو جامعه آماري داشت كه ذينفعان دانشگاه با حجم نمونه 133 نفر و ذينفعان ناجايي خارج از دانشگاه به تعداد 27 نفر بودند. ابزار پژوهش پرسشنامه بود و روايي آن با استفاده از سؤالات ساير محققان به‌ويژه تحقيق نادر پور (1397) در همين موضوع بود و پايايي آن‌هم با آلفاي كرونباخ سنجيده شد كه براي كل پرسشنامه شد.يافته‌ها و نتايج: از نظر ذينفعان دانشگاه از بين مؤلفه‌هاي بعد گفتمان سازي براي طرح‌ها، مؤلفه شبكه‌سازي براي انجام طرح‌ها در رتبه اول، تعامل براي گفتمان سازي در رتبه دوم و ايجاد انگيزه براي مشاركت در طراحي و اجراي طرح ­ها در رتبه سوم قرار گرفت ولي از نظر ذينفعان خارجي ، مؤلفه تعامل براي گفتمان سازي در رتبه اول، درگير كردن دانشگاه در موضوع در رتبه دوم و ايجاد مقبوليت براي طرح‌ها در رتبه سوم قرار گرفت. ازنظر پاسخ گويان گفتمان سازي براي اقناع‌سازي ضرورت طرح‌ها و ايجاد مقبوليت آن‌ها خيلي صورت نگرفته است و ضروري است كه اقداماتي در اين زمينه صورت پذيرد.

Background and objectives: Discourse is a collection of three elements of social action, discursive action (production, distribution, and consumption of text) and text. That is why discourse has become a sociological category. The purpose of this research is to explain the discursive state of the developmental plans of the Amin Police University from the perspectives of the stakeholders of the University and I. R. I. Police Organization. Methodology In terms of its objectives the present study was of an applied research and it was conducted using descriptive-survey method. There were two statistical populations including the stakeholders of the University with a sample size of 133 individuals and out-of-university stakeholders with a sample size of 27 individuals. The research instrument was a questionnaire and its validity was evaluated using the questions of other researchers, especially Naderpour (2018). The reliability of the questionnaire was measured by Cronbach's alpha.Findings and results: From the perspectives of the university stakeholders, among the components of discourse-making dimension for the projects, the networking component for the implementation of the projects was ranked first, the interaction for discourse-making was ranked second, and the motivation to participate in the design and implementation of the projects was in the third rank, but in terms of external stakeholders, the interaction component for discourse-making was ranked first, the involvement of the university in the subject was ranked second, and the acceptability for the projects was in the third rank. From the perspectives of the discourse-making respondents much effort have not been made for the enrichment and the necessity of plans and their acceptance, and it is necessary to take some actions in this regard
