واقع گرايي ساختاري و ديپلماسي دولت پهلوي در قبال ائتلاف قدرت هاي بزرگ

Structural Realism and Diplomacy of the Pahlavi Government towards the Coalition of Great Powers

دولت ها در سياست خارجي، اغلب مطابق نيازهاي داخلي، موقعيت جغرافيايي، ژئوپوليتك، ساختار و عملكرد نظام بين الملل استراتژي هاي را براي تامين منافع ملي برمي گزينند. كشور ايران با عنايت موقعيت حساس از جغرافياي جهاني، همواره موجب رقابت قدرت هاي بزرگ براي تسلط بر اين كشور شده است. اين مقاله تلاش دارد به اين سوال پاسخ دهد كه چرا دستگاه ديپلماسي در عصر پهلوي و در موقعيت جنگ جهاني دوم گرفتار ائتلاف قدرت هاي بزرگ شد و قدرت هاي بزرگ بر سر سقوط دولت پهلوي با يكديگر به توافق رسيدند. مقاله حاضر در قالب چهارچوب تئوريك «واقع گرايي ساختاري» به دنبال تاييد اين فرضيه است كه فقدان استراتژي در روابط خارجي و داخلي، و ساختار حاكم بر روابط بين الملل موجب ناكامي دستگاه ديپلماسي و ائتلاف قدرتهاي بزرگ شده و اين امر ناكامي دستگاه ديپلماسي ايران در جنگ جهاني دوم در حفظ منافع ملي درعرصه بين الملل را به همراه داشته است.

In foreign policy, governments often choose their strategies according to national interests, their domestic needs, geographic location, geopolitics, and structure and performance of the international system. Iran, given to its sensitive position in global geography, has always led to rivaling among great powers to dominate it. This paper tries to answer the question of why the Pahlavi-era diplomacy apparatus was plagued by a coalition of great powers at the time of World War II, and great powers agreed on the collapse of the Pahlavi government. This paper, by use of the theoretical framework of structural realism, seeks to confirm the hypothesis that the lack of a strategy in foreign and domestic relations and the governing structure of international relations has led to the failure of the Iran’s diplomacy and at the same time, coalition of great powers, which in the Second World War has not served to preserve national interests in the international arena.
