از ديرباز مجهز شدن به سلاح، از جمله كنش هاي راهبردي واحدهاي سيستم بين الملل بوده كه براي مديريت و ﺗﺄمين امنيت خود بكارگرفته ­اند، البته اين شكل از كنش منجر به بروز مسابقه­ هاي تسليحاتي شده است.؛ اين رقابت­ هاي تسليحاتي در طي سال­هاي اخير با عينيت بيشتري در حوزه خليج ­فارس، به خصوص كشورهاي عرب اين منطقه ديده شده است. به واقع صرف نظر از رقابت ­هاي راهبردي و ايدئولوژيك كشورهاي عرب منطقه به ويژه در مقابل ايران، دولت­هاي غربي و ايالات متحده، هم به صورت مستقيم، هم غيرمستقيم به دليل مسائلي نظير امنيت انرژي، بر معماي امنيت و ايجاد يا تشديد مسابقه­ هاي تسليحاتي در اين منطقه افزوده ­اند. نظر بر همين ﻣﺴﺄله، شناخت ماهيت و ابعاد مختلف رقابت­ هاي تسليحاتي حوزه خليج فارس در گستره ﺗﺄمين امنيت منطقه ­اي اهميت بسيار زيادي دارد. ما در اين مقاله درصدد هستيم با توجه به اين ﻣﺴﺄله، الگو و مدل حاكم بر منازعات و رقابت­ هاي تسليحاتي منطقه را در بازه زماني 2010-1990 در منطقه خليج فارس به بحث بگذاريم. بديهي است كه اهميت اين بازه زماني از آن روست كه تحولات اساسي شكل دهنده مسابقه ­هاي تسليحاتي در سطح جهاني و منطقه ­اي ﻣﺘﺄثر از مسائلي نظير تبعات فروپاشي شوروي، ظهور جريانات افراطي (نظير القاعده و طالبان)، حملات 11 سپتامبر 2001، اشغال عراق در سال 2003 و نظاير آنها كم و بيش سياست بين الملل و به ويژه منطقه خاورميانه را ﻣﺘﺄثر ساخت.

Traditionally, units of International System have sought military competition to provide for their own security and the management of regional and international defense which has led to arms race .In recent years, arms race mainly is seen between Arab countries in the Persian Gulf .In fact, regardless of the strategic and ideological competition in the Arab countries against Islamic Republic of Iran, western governments and the United States, directly or indirectly, due to issues such as energy security, increase arms race in the region. For this reason, that is important to understand of nature and dimensions of the arms race across the Persian Gulf regional security. According to this model, in this article we are looking for to discuss the dominant pattern or model to govern the game of military conflict in the Persian Gulf region in the period 1990-2010.It is clear that the importance of this period is because Major developments shaping the global and regional arms race Such as the consequences of the collapse of the Soviet Union, the rise of extreme groups (such as Al Qaeda and the Taliban), the September 11 attacks, the invasion of Iraq in 2003 influenced International Policy and the Middle East.
