پيامدهاي توافق هسته اي بر روابط جمهوري اسلامي ايران و اتحاديه اروپا

روابط ايران و كشورهاي اروپايي، ريشه در تاريخ داشته و همواره در دوره هاي مختلف از فراز و نشيب برخوردار بوده است، اما در دوره جديد، با توجه به توافق به دست آمده و موفقيت دولت يازدهم در حل پرونده پيچيده هسته اي، مي توان پيش بيني كرد كه روابط ميان طرفين به دليل منافع دوجانبه درحوزه هاي مختلف روند رو به رشدي را تجربه خواهد كرد. در اين مقاله تلاش مي كنيم اهميت روابط جمهوري اسلامي ايران با كشورهاي عضو اتحاديه اروپا را تشريح نماييم؛ همچنين در صدد هستيم به اين پرسش هاي اساسي پاسخ دهيم كه در فضاي جديد پس از توافق، روابط ميان ايران و اتحاديه اروپا تحت ﺗﺄثير چه عوامل و ﻣﺆلفه هايي قرارداشته و به چه سمت و سويي سير خواهد نمود؟ منافع مشترك دو جانبه در چه حوزه هايي قابل شناسايي است و چگونه مي توان آنها را در يك فضاي تعاملي عملياتي كرد؟ براي درك ماهيت روابط ميان ايران و اروپا بايد ابتدا عناصر ﺗﺄثير گذار بر آينده اين روابط شناسايي شده و در آن چهارچوب روابط بين آنها بررسي شود. به نظر مي رسد در دوره جديد همكاري ها در حوزه انرژي و امنيت انرژي، اقتصادي وتجاري؛ همچنين همكاري هاي سياسي و امنيتي براي استقرار ثبات در منطقه از الويت اصلي برخوردار خواهد بود. در اين مقاله سعي مي كنيم با بهره گيري از نظريه واقع گرايي در روابط بين الملل و با استفاده از روش تحليلي، چهارچوب اين نوع همكاري ها را در دوران پسا برجام تشريح نماييم.

The relationship between Iran and European countries has a deeply rooted history and has constantly witnessed its ups and downs in different epochs. However, thanks to the recently signed nuclear deal and the ruling administration’s breakthroughs in resolving Iran’s complex nuclear case, one can anticipate that such mutual ties are set to boom in a wide range of areas as both sides have lots of shared interests. The present study is an attempt to elaborate on the importance of strengthening the relationship between Iran and European unio‎n (EU) member states. It also addresses key questions in the context of the aftermath of the nuclear deal, namely what factors will govern the ties between Iran and the EU and in which direction such cooperation may steer? In which sectors is it possible to identify shared bilateral interests and common grounds and how can they be realized in a constructive and interactive atmosphere? To fathom the nature of ties between Iran and Europe, one has to initially recognize influential factors on the future of these links and then within such framework analyze such a relationship. It seems that in the new era, combined efforts in the domains of energy and energy security, economy and commerce as well as political and security issues come as the main priorities to secure stability in the region. Following the implementation of The Joint Comprehensive Plan of Action (JCPOA), the framework for expanding such collaboration are explained through the use of pragmatism in international relations theory and analytical methods in this study.
