Indian Diplomacy toward the World Trade Organization

از هند به عنوان يكي از اقتصادهاي نوظهور در آغاز قرن بيست ويكم نام برده مي شود. رشد بالاي توليد ناخالص ملي، سرعت افزايش حجم واردات و صادرات، و جذب قابل توجه سرمايه گذاري مستقيم خارجي، برخي جنبه هاي ﻣﺆيد صعود رتبه اين كشور در اقتصاد جهاني هستند. در چنين بستري، هند در حال كسب نفوذ در مذاكرات تجاري چندجانبه در چهارچوب سازمان تجارت جهاني است؛ لذا با توجه به نقش مهم نهادهاي اقتصادي چندجانبه در شكل دادن به تعاملات سياسي و اقتصادي جهان معاصر، و سخت تر شدن مواضع هند در مذاكرات دور دوحه، اين مقاله با استفاده از روش توصيفي- تحليلي، منابع كتابخانه اي، و نيز نقش اصلاحات اقتصادي، تعامل داخلي- بين المللي، و ساختار سازمان تجارت جهاني به عنوان ﻣﺆلفه هاي ﺗﺄثيرگذار، ضمن بررسي ديپلماسي و استراتژي مذاكراتي هند، سعي در تفسير اين تغيير دارد؛ همچنين با طرح اين ﺳﺆال كه مواضع هند در سازمان تجارت جهاني در كدام جهت خواهد بود؟ اين فرضيه را مطرح مي نمايد كه هند موافق با اصول، هنجارها، قواعد، و رويه هاي تصميم گيري سازمان تجارت جهاني است. نتيجه آنكه، مواضع هند، نه در جهت تغييرات ماهوي به منظور مقابله با اين سازمان، بلكه در راستاي شكل دادن به خواسته هاي اقتصادي خود و كشورهاي درحال ظهور با استفاده از شيوه هاي نوين مذاكره و ائتلاف هاي جديد مي باشد.

India has been referred to as one of the emerging economies since early twenty-first century. Rapid growth of GDP and imports/exports along with attraction of substantial foreign direct investment are indicators of the enhancement of India’s position in global economy. In such circumstances, India is also gaining influence in multilateral trade negotiations within WTO framework. Given the important role that multilateral economic institutions play in shaping the contemporary political and economic interactions and due to India’s more rigorous stance in the Doha Round, this article uses descriptive-analytic method and library resources to interpret this policy shift. It also emphasizes on economic reforms, domestic-international interaction, and WTO structure as effective components in this policy shift and simultaneously examines Indian diplomacy and negotiation strategy. This article tries to answer this question: what is India's orientation in WTO? It hypothesizes that India agrees with the WTO's principles, norms, rules, and decision-making procedures. The article concludes that Indian position toward WTO talks is no longer concentrated on introducing intrinsic changes in order to stand against this organization; rather, it is taking advantage of its new alliances and negotiation methods as a means of economic diplomacy to shape India’s and other emerging countries’ economic demand.
