مطالعه تطبيقي تبيين چارچوب هاي سنجش كيفيت پژوهش در نظام آموزش عالي ايران با كشورهاي انگليس، استراليا، هلند، ايتاليا و هنگ كنگ

Comparative study of explanation the framework for assessment the quality of research in Iran's higher education system with the countries of Britain, Australia, the Netherlands, Italy and Hong Kong

هدف پژوهش حاضر، تبيين و مقايسه چارچوب ها و شاخص هايي براي ارزيابي كيفيت پژوهش در موسسات آموزش عالي ايران با برخي كشورهاي پيشرو در جهان مانند انگلستان، استراليا، هلند، ايتاليا و هنگ كنگ است. اين پژوهش يك مطالعه تطبيقي بر اساس الگوي جان استوارت ميل است كه با روش تحليل محتوا، توافق و تفاوت هاي شاخص هاي سنجش فعاليت هاي پژوهشي كشورهاي مذكور را موردبررسي و مقايسه قرار داده است. نمونه كشورهاي پيشرو و موفق در اين حوزه به صورت هدفمند با توجه به دسترسي به مدارك و اسناد موجود انتخاب شدند. نتايج مطالعات تطبيقي حاكي از آن است كه همه نمونه هاي موردمطالعه در دو ملاك «سنجش بروندادهاي پژوهش» و «درآمدزايي» با هم توافق دارند، بدين ترتيب تمام دانشگاه هاي موردمطالعه به جز ايران به «تحليل استنادي و داوري تخصصي» اهميت بسزايي قائل هستند. «اثربخشي پژوهش» در دانشگاه هاي انگلستان و استراليا، هلند و هنگ كنگ به عنوان يكي از مهم ترين ملاك هاي سنجش كيفيت به عنوان مشاركت و تاثيرگذاري علمي، اقتصادي، اجتماعي، فرهنگي، سياسي، بهداشت و محيط زيست در جهت افزايش كيفيت زندگي جامعه موردتوجه است. اسناد موجود در حوزه سنجش فعاليت هاي پژوهشي در آموزش عالي كشور نشان مي دهد كه شاخص ها و سنجه هاي جامع و مدوني براي ارزيابي كيفيت پژوهشي با توجه به حوزه هاي موضوعي مختلف به كار گرفته نشده است؛ بنابراين براي اندازه گيري اثرات و سودمندي پژوهش با نشانگرهاي قوي و دقيق در داخل كشور، به تحقيقات گسترده اي نياز داريم.

The purpose of this study is to explain and compare the frameworks and indicators for assessing the quality of research in higher education institutions of Iran with some of the leading countries in the world such as England, Australia, the Netherlands, Italy and Hong Kong. This research is a comparative study based on the John Stuart Mill's Pattern that compares the similarities and differences between the indicators of research activities in these countries with Iran. Leading and successful countries in this area were targeted in terms of access to existing documents. The results of comparative studies indicate that all of the studied samples agree on the two criteria of "assessment outcomes of research" and "income generation", In this way, all the studied universities except Iran paid attention to "citation analysis and peer review". "The effectiveness of research" in the universities of England and Australia, the Netherlands and Hong Kong is considered as one of the most important criteria for measuring quality as Scientifically, economic, social, cultural, political, health and environment to improving the quality of life of the community. Existing documents show that comprehensive indicators and metrics are not used to evaluate the research quality according to different subject areas. Therefore, we need extensive research to measure the research impact with strong and accurate indicators within the country.
