تحليل وضعيت كتابخانه هاي وابسته به سازمان كتابخانه ها موزه و اسناد آستان قدس رضوي بر اساس ماتريس SWOT و ارائه راهبردهاي استراتژيك مناسب براي اين كتابخانه ها

Identifying the strengths, weaknesses, opportunities and threats in the Libraries, Museums and Documents Center of Astan Qods Razavi based on SWOT matrix and offering executive solutions to improve the programs

مقدمه: براي تدوين برنامه هاي راهبردي در هر سازمان ابزارهاي مختلفي وجود دارد. ماتريسSWOT يكي از اين ابزارهاست كه با تحليل عوامل موثر بيروني و داخلي هر سازمان به مديران در تدوين اين برنامه كمك مي كند. هدف اين تحقيق شناسايي مهمترين نقاط قوت، ضعف، فرصت ها و تهديدهاي موجود درحوزه كتابخانه هاي وابسته سازمان كتابخانه ها موزه و مركز اسناد آستان قدس رضوي براساس ماتريس SWOT و ارائه راهبردهاي اجرايي به منظور بهبود برنامه ها مي باشد. روش شناسي: تحقيق حاضر از نوع توصيفي پيمايشي است. براي جمع آوري اطلاعات از يك پرسش نامه خودساخته استفاده شد. روايي پرسش نامه با استفاده از نظرات كارشناسي اساتيد مربوطه و پايايي آن با روش آلفاي كرونباخ محاسبه و مقدار آن 98% برآورد گرديد. جامعه آماري اين پژوهش مديران و كاركنان معاونت امور كتابخانه هاي وابسته به سازمان كتابخانه ها و مركز اسناد آستان قدس رضوي است. امتياز وزني مولفه ها با روش وزن دهي رتبه اي محاسبه شد. در نهايت پس از تحليل عوامل و بر اساس اهميت و وزن هر عامل ، استراتژي هاي مناسب پژوهش تدوين و راهبردهاي اجرايي اثربخش در جهت تقويت قوت ها و فرصت ها و كاهش ضعف ها و تهديدها ارائه گرديد. يافته ها: يافته ها نشان داد كه تعلق كتابخانه ها به آستان قدس رضوي، حضور نيروهاي تحصيل كرده و متخصص و مديران با تجربه مهمترين نقطه قوت كتابخانه ها و كمبود فضا و استاندارد نبودن ساختمان برخي از كتابخانه ها، نبود ساز و كار مناسب براي وجين منابع قديمي و نبود نگرش كلي به ضرورت پژوهش مهمترين نقطه ضعف كتابخانه ها محسوب مي شود. مهمترين فرصت هاي موجود اهتمام رهبر فرزانه انقلاب و توليت محترم آستان قدس رضوي به توسعه كمي و كيفي كتابخانه ها، حضور كاركنان تحصيل كرده و وجود پتانسيل مناسب علمي و پژوهشي در اين حوزه و شناساندن كتابخانه ها به مراكز آموزشي و فرهنگي با توجه به انتساب كتابخانه ها به امام رضا(ع) و تنوع خدمات در اين كتابخانه ها مي باشد. مهمترين تهديدهاي موجود گسترش مدرك گرايي و عدم علاقه به مطالعه بعد از فراغت از تحصيل و محيط و مشكلات اقتصادي جامعه مي باشد. نتيجه گيري: نتايج نشان داد كه سازمان كتابخانه ها با قرار داشتن در وضعت تهاجمي، داراي فرصت ها و نقاط قوت زيادي مي باشد كه مي تواند با اتكال به آنها در مسير اهداف سازماني، بر موانع موجود غلبه نموده و نقاط ضعف خود را تقويت نمايد.

Introduction: There are different tools to formulate strategic plans in each organization. The SWOT matrix is one of these tools that helps managers in managing the programs by analyzing the external and internal factors of each organization. The purpose of this research was to identify the strengths, weaknesses, opportunities and threats in the Libraries, Museums and Documents Center of Astan Qods Razavi based on SWOT matrix and offer executive solutions to improve the programs. Methodology: This research is a descriptive-survey. A researcher-made questionnaire was used to collect data. The validity of the questionnaire was confirmed by using the expert opinions of the faculty members and its reliability was calculated by using Cronbach's alpha (amounted to %98). The statistical population of this research was all affiliated managers and employees of the library deputy in Libraries, Museums and Documents Center of Astan Qods Razavi. After collecting internal strengths and weaknesses and external opportunities and threats, these factors were placed in a separate table and component weight scores were calculated using a rated weighting method. Finally, after analyzing the factors, based on the importance and weight of each factor, appropriate research strategies were formulated and effective executive strategies were developed to strengthen strengths and opportunities and reduce weaknesses and threats. Findings: The results showed that belonging to the Astan Quds Razavi Libraries, presence of educated and expert personnel and experienced managers were of the greatest strength. Lack of space and standard library buildings in some libraries, proper mechanisms for weeding old resources and general attitude to the necessity of research were important weakness of these libraries. The most opportunities were attention of supreme leader and respected custodian of Astan Quds Razavi to qualitative and quantitative development of these libraries, presence of educated staff and existence of a suitable scientific and research potential in this area and presentation of these libraries to educational and cultural centers, belonging the libraries to Imam Reza and variety of services made in these libraries and the most important threats were academic credentials, lack of interest in studying after graduation, and the environmental and economic problems of society. Conclusion: The results showed that the libraries have many opportunities and strengths for being in an aggressive situation that by relying on them, can be directed toward the way of organizational goals, overcoming existing obstacles and strengthening their weaknesses.
