Designing and Developing a Website for Information Recourses Related to Monitoring and Evaluation Indicators of Science, Technology and Innovation (STI

تاكنون درباره ارزيابي جايگاه علمي، فناورانه، و نوآورانه كشور شاخص هاي بسياري در اسناد گوناگون ارائه شده است. در گزارش هاي سازمان هاي جهاني نيز شاخص هاي بسياري براي اين ارزيابي آمده است . فراواني و پراكندگي اين شاخص ها در اسناد و گزارش هاي ملي و جهاني، دسترسي به آنها و گزينش و كاربردشان را براي سياست گذاران و پژوهشگران دشوار ساخته است. بنابراين دسترسي به اين شاخص ها از يك درگاه واحد با توان سازمان دهي و جست وجوي برخط در ميان آنها مي تواند كار كاربران را آسان سازد. لذا هدف تحقيق حاضر طراحي سامانه اي براي منابع اطلاعات شاخص هاي پايش و ارزيابي علم، فناوري، و نوآوري است. اين سامانه براي ارائه تصويري از سازمان هاي ملي و جهاني كه در اين زمينه كار مي كنند، شاخص هاي ارزيابي و طبقه بندي موضوعي آنها، و معرفي منابع كليدي اطلاعات در اين زمينه به پژوهشگران و سياست گذاران راه اندازي شده است. اين سامانه، منابع اطلاعات داخلي شاخص ها را مانند كتاب، مقاله، پايان نامه، رساله، گزارش دولتي، سند ملي، و طرح هاي پژوهشي معرفي مي كند. پايگاه داده اين سامانه، جست وجوي ساده و پيشرفته را به دو زبان فارسي و انگليسي در ميان شاخص هاي علم، فناوري، و نوآوري با كاربرد واژه هاي معادل و بازنمايي و پيوند به منابع جهاني و ملي فراهم مي آورد. كاربران نيز مي توانند با پيشنهاد شاخص ها يا منابع اطلاعات به بلوغ و روزآمدي «شاخص» كمك كنند. «شاخص» با افزايش مشاهده پذيري و دسترس پذيري شاخص ها، سازمان ها، و منابع اطلاعات پايش و ارزيابي علم، فناوري، و نوآوري مي تواند درگاهي ارزشمند براي سياست گذاران و پژوهشگران اين حوزه و تعامل آنها با يك ديگر باشد.

So far, many indicators for evaluation of science, technology and innovation have been presented in various documents in Iran. Also, many indicators have been mentioned in the reports of international organizations. Selection and use of the indicators is difficult for policy makers and researchers because of the abundance and distribution of them in various domestic and international documents and reports. Therefore, access to these indicators through a single website with the ability to organize and online search can facilitate the users’ activities. Therfore, a website has been designed and developed for information resourses related to indicators for monitoring and evaluation of science, technology and innovation. The research method is mixed with the study of documents and system design. In the first step of this research, the data related to indicators, information resources and organization were gathered using the study of national and international documents. Then, in the second step, a website was designed and developed. This website provides an image of national and international organizations working in this field, and categorizes the evaluation indicators for researchers and policy makers. It introduces the key information resources related to indicators such as book, article, thesis, government report, national document, research project. The database of the website has simple and advanced search capabilities in both Persian and English among the indicators, uses the equivalent terms and provides links to global and national resources. Users can help to update and mature the database with offering new indicators and information resources. This website is valuable for policy makers and researchers because it makes the indicators, organizations, and information resources related to monitoring and evaluation of science, technology and innovation more visible and accessible.
