چكيده فارسي :
هر چند اساس و مبناي سازمان جهاني تجارت و سلف آن (گات) بر مبناي تجارت بين المللي و عمدتا موضوع تعرفه صادرات و واردات شكل گرفت، ليكن موضوعات ديگري نيز در اين سازمان مورد قانونگذاري قرار گرفته كه به طور مستقيم و غير مستقيم بر اهداف اين سازمان تاثير داشته اند. دليل اصلي ورود سازمان جهاني تجارت به اين موضوعات ظاهرا غير تجاري ، به واسطه تاثير مستقيم و غير مستقيم آنان بر اهداف اين سازمان بوده است.
به نحوي كه صرف نظر از آنها ،تحقق اهداف سازمان جهاني تجارت را مختل مي نمود. در اين راستا موضوعات متعددي از جمله، مالكيت فكري، حمايتهاي دولتي، دامپينگ و .... در دستور كار اين سازمان قرار گرفت و قانونمند گرديد. مطابق با همين رويه نياز است تا ساير موضوعات مرتبط كه تاثير اساسي بر اهداف و كاركرد مطلوب سازمان جهاني تجارت دارند نيز مورد شناسايي و بررسي قرار گرفته و نهايتا براي آنها سازوكار و قوانين موثر و مفيد در سطح سازمان مذكور اتخاذ گرديده و به موقع اجرا گذارده شود.
از جمله مواردي كه تاثير اساسي در تجارت بين المللي داشته و اهداف سازمان جهاني را تحت تاثير عميق خود قرار داده، موضوع خدمات كارگري مي باشد. هزينه كارگر بخشي مهم از هزينه تمام شده كالاهاي توليد است كه علاوه بر جنبه حقوق بشري ، تاثير اساسي بر رقابت پذيري توليدات صنعتي دارد . لذا به واسطه ارتباط تنگاتنگ آن با موضوعات تجاري ،اقتصادي و حقوق بشري، لازم است در سطح اين سازمان قانونمند گردد.

In accordance with this procedure, it is necessary to identify and review other relevant issues that have a significant impact on the goals and functioning of the World Trade Organization, and ultimately they will adopt effective and effective mechanisms and rules at the level of the organization and be implemented in a timely manner. . Among the issues that have a profound impact on international trade and have made the world organization's goals worse, is the subject of labor services. The cost of labor is an important part of the cost of manufactured goods, which, in addition to the human rights aspect, has a fundamental impact on the competitiveness of industrial production. Therefore, due to its close connection with business, economic and human rights issues, it is necessary to regulate it at the level of this organization.
