Pathology of Cultural Diplomacy of Islamic Republic of Iran and Presentation of the Strategy

در اين مقاله ضمن تبيين مفهوم ديپلماسي فرهنگي، وضعيت موجود آن در ايران با رويكرد آسيب شناسي و در سطوح نظري، تقنيني، ساختاري، سياست گذاري، مديريتي، برنامه اي و عملكردي مورد بررسي قرار گرفته است. روش مورد استفاده در اين پژوهش، روش تركيبي است و با استفاده از ابزار هاي مختلف همچون منابع مكتوب، سايت هاي رسمي و معتبر، مصاحبه هاي عمقي و پرسشنامه به بررسي روند گفتمان هاي ديپلماسي فرهنگي ج.ا.ا، وضعيت موجود ديپلماسي فرهنگي ايران و آسيب شناسي آن پرداخته ايم. جامعه مورد پژوهش، كارشناسان، ديپلمات ها و رايزنان فرهنگي شاغل در سازمان فرهنگ و ارتباطات اسلامي و وزارت امور خارجه هستند. داده هاي كمي پژوهش با استفاده از روش هاي آماري توصيفي و استنباطي و با استفاده از نرم افزار SPSS 20 و ليزرل 8.5 مورد تحليل قرار گرفته و با استفاده از مدل تحليل سوات، وضعيت موجود ديپلماسي فرهنگي ايران بررسي شده است. نتيجه تحليل محيط داخلي و خارجي ديپليماسي فرهنگي نشان ميدهد كه ايران در موقعيت استراتژي محافظه كارانه قرار دارد و لازم است نسبت به تقويت اشتراكات ديني، فرهنگي و تاريخي، گسترش مناسبات و همكاري فرهنگي، اقتصادي و علمي، تربيت نيروي انساني متخصص، بازنگري در قوانين، تقويت هماهنگي بين دستگاه هاي مختلف و حمايت و تقويت كرسي هاي زبان فارسي و ايران شناسي اقدام شود.

In this paper, while explaining the concept of cultural diplomacy, its current status in Iran with the pathology approach and at the theoretical, legislative, structural, policy, management, program and functional levels have been studied. The method used in this research is a combination method using various tools such as written sources, official and valid sites, deep interviews and a questionnaire to examine the process of discourses of cultural diplomacy of Iran, the current status of cultural diplomacy of Iran an‎d its pathology. The community under study is experts, diplomats and cultural advisers employed by the Islamic Culture and Relations Organization and the Ministry of Foreign Affairs. Quantitative data were analyzed using descriptive and inferential statistical methods and analyzed using SPSS 20 and LISREL 8.5 software. Using SWOT analysis model, the current status of cultural diplomacy in Iran has been investigated. The result of the analysis of the internal and external environment of cultural diplomacy shows that Iran is in the position of a conservative strategy, and it is necessary to strengthen the religious, cultural and historical coexistence, to expand cultural and economic cooperation, to train expert personnel, to review rules, strengthen coordination between different cultural organizations, and support and promote the Persian language teaching institutes & Iranian studies departments abroad
