سناريوهاي پيش روي ايران در بحران‌هاي سوريه و عراق و راهبردهاي برون‌رفت از آن‌ها

Scenarios facing Iran in the crises of Syria and Iraq and the strategies out of them

بررسي تحولات سياسي سوريه و عراق، به دليل تأثيراتي كه بر مجموعۀ امنيتي منطقۀ خاورميانه و همچنين بر نحوۀ توزيع قدرت در منطقه مي­گذارند، براي تصميم‌سازي­هاي راهبردي سياست خارجي جمهوري اسلامي ايران و حفظ منافع ملي جمهوري اسلامي ايران ضروري است. بدين منظور، براي بررسي تحليلي و واقع‌بينانۀ تحولات سوريه و عراق، با تكيه بر روندهاي گذشته و حال، پيشران‌هاي بحران و عدم قطعيت­ هاي منطقۀ خاورميانه، سناريوهاي احتمالي آيندۀ اين دو كشور ترسيم مي ­شود. طبعاً پيش‌بيني شرايطي كه بحران­ ها در سوريه و عراق بر پايۀ آن به پايان مي‌رسد، به دليل حضور قدرت­ هاي منطقه­ اي و فرامنطقه ­اي و تأثيرشان بر روند تحولات سوريه و عراق، مشكل است. يافته‌هاي اين پژوهش نشان مي‌دهد كه احتمال تشكيل حكومت متحد و منسجم در عراق بيشتر است؛ البته عراق متحد و منسجم همراه با تهديدات و فرصت­ هاي منطقه ­اي براي همسايگان اين كشور خواهد بود. با توجه به قطب‌بندي­ها و موازنۀ قوا در سوريه، آيندۀ اين كشور وضعيت پيچيده‌تري دارد و احتمال تشكيل حكومت فدرالي در اين كشور بيشتر است.

The study of political developments in Syria and Iraq is necessary for the strategic decisions making of the foreign policy of the Islamic Republic of Iran and for maintaining the national interests of Islamic Republic of Iran in the region due to their effects on the regional security complex of the Middle East as well as on the distribution of power in the region. To this end, we will outline future scenarios for two countries based on past and present trends, the drivers of the crisis and uncertainties in the Middle East in order to reach to an Analytical and realistic consideration of developments in Syria and Iraq. Naturally, it is diffcult to predict the conditions underlying crises in Syria and Iraq will end there because of the presence of regional and trans-regional powers and their impact on the developments in Syria and Iraq The findings of this study indicate that there is likelihood of the formation of a united and cohesive government in Iraq, Of course, this united and cohesive government will be accompanied by regional threats and opportunities for its neighbors. Given the polarization and balance of power in Syria, the future of this country is a more complicated situation, with more probability of federal government in this country.
