چكيده فارسي :
همواره بهترين رويكرد براي يك سازمان، رويكردي است كه مبتني بر مشتري مداري، توسعه پايدار، بهينه سازي و سازماندهي تامين كنندگان، منابع و خدمات تخصصي سيستم بر اساس نياز سنجي هاي صورت گرفته در بازه هاي زماني هدفگذاري شده در جهت تحقق برنامه هاي استراتژيك آن سازمان ياشد.. بي گمان سازمان آموزش فني و حرفه اي كشور به عنوان يك سازمان آموزش محور و اثر گذار در حوزه ارائه آموزش هاي مهارتي و مسئوليت پذير در زمينه طراحي آموزش هاي كيفي و بازار محور بر پايه ايجاد فرصت هاي شغلي و ثبات اشتغال براي كارجويان و نيروي انساني شاغل در بازار كار كشور به طور اهم مي بايست برنامه هاي آموزشي و استراتژيك خود را به صورت مستمر بازنگري نموده و منطبق بر سياست هاي راهبردي و استراتژيك كشور، همواره توسعه پايدار و به روز رساني ساختارهاي نرم افزاري و سخت افزاري خود را مبتني بر جابجايي مرزهاي علمي و مهارتي در سطح ملي و بين المللي دستور كار قرار دهد.
اين تحقيق در راستاي دستيابي به توسعه پايدار و بررسي چرايي و چگونگي تحقق فرضيه ارتقاي مفهومي نظام آموزش هاي مهارتي به يك نهضت(رويداد) ملي مهارت آموزي در كشور ايران صورت پذيرفته است و در آن با استفاده از 7 شاخص اصلي(در ابعاد كارت امتيازي متوازن و ابعاد پايداري) و 49 شاخص فرعي، نظرات 40 نفر از خبرگان متخصص در حوزه هاي مهندسي اجتماعي، تحقيق و توسعه، صنعت، خدمات، كارافريني، كشاورزي و فرهنگ و هنر و... با استفاده از تكنيك تصميم گيري چند معياره AHP مورد تجزيه و تحليل قرار گرفته است. لذا در اين جا بر مبناي اظهارات خبرگان و با در نظر گرفتن ضرورت هاي موجود در زمينه متحول سازي فضاي آموزش هاي فني و حرفه اي بر اساس تحولات علمي، اقتصادي، اجتماعي و فرهنگي، نسبت به واكاوي و رتبه بندي شاخص هاي عمدهي شناسايي شده اقدام شده است تا از اين منظر بتوان ابعاد مختلف اين رويداد اجتماعي را بررسي و براي پرسش هاي آن، پاسخ و يا پاسخ هاي مناسبي را جستجو نمود. اين رويداد كه مي تواند در قامت يك مطالبه مشترك بين دولت و مردم به شمار آيد، بي ترديد خود مستلزم فراهم آوري يك بضاعت گسترده سازماني است كه در همين راستا موضوع يكپارچه سازي نهاده هاي اجتماعي در جهت ارتقاي بنيادين ساختار مفهومي مهارت آموزي فعلي به يك نهضت(رويداد) فراگير ملي، به عنوان چالشي عمده در لايه هاي مختلف اين دوره گذار به شمار مي آيد كه در اين تحقيق به تفصيل به آن پرداخته شده است.
