Recognition of the theoretical framework of the Historic Urban Landscape Approach

سرعت توسعه در شهرهاي تاريخي و افزايش پيچيدگي كاركردهاي شهري در دهه هاي اخير سبب ايجاد تغييرات بسيار در محدوده تاريخي شهرها و رويارويي جريان هاي حفاظت و توسعه شده است. رويكرد «منظر شهري تاريخي» به مثابه رويكردي متاخر در حوزه حفاظت شهري با هدف تحقق حفاظت و توسعه يكپارچه و توامان و ارتقاي سطح كيفي بهره وري فضاهاي شهري مطرح شده است. اين رويكرد ارزش محور هم چون لنزي است كه از درون آن به شهر كنوني نگريسته مي شود و بر نقش انسان و جامعه در پديد آوردن كالبد شهر تاكيد دارد. مفهوم منظر شهري تاريخي بيش تر رويكردي براي طراحي شهري و مديريت آن بر اساس درك بافت طبيعي، فيزيكي و اجتماعي شهر است. هدف مقاله، بازشناسي چارچوب نظري منعطف در جهت حفاظت شهري بر مبناي رويكرد منظر شهري تاريخي است. براي اين منظور از يك سو، اسناد، كنوانسيون ها و بيانيه هاي بين المللي مرتبط و از سوي ديگر، نظريه هاي صاحب نظران و متون مرتبط مورد بازخواني و واكاوي قرار گرفته اند و با بهره گيري از روش تحقيق كيفي و راهبرد استدلال منطقي و تكنيك تحليل محتوا به بازشناخت مفاهيم پايه اي رويكرد حفاظتي منظر شهري تاريخي شامل اهميت معنايي يا به عبارتي ارزش هاي ملموس و ناملموس، اصالت، يكپارچگي و مولفه هاي تعيين كننده آن ها پرداخته شده است. در رهيافت منظر شهري تاريخي گام نخست به دست آوردن شناختي جامع از ابعاد مختلف شهر و ارزش هاي ملموس و ناملموسي است كه در طول زمان آن را شكل داده اند. اين رهيافت با حفاظت از ارزش ها و اصالت و يكپارچگي شهر در كالبد كنوني آن، از توسعي بي رويه جلوگيري كرده و با تاكيد بر نقش جامعه در زندگي شهري پيوندي نويي بين گذشته و حال شهر ايجاد مي كند. حفاظت شهري بر پايه رويكرد منظر شهري تاريخي، پاسخ گوي تداوم و پويايي شهر به صورت توامان است. اين امر با در نظر گرفتن لايه هاي تبيين كننده اهميت معنايي شهر تاريخي و احترام و توجه به زمينه شهري، حفاظت را به محركه اي براي توسعه موثرتر تبديل مي كند كه موجب تغييرات پايدار در شهر مي شود. با توجه به مشكلات كنوني در مديريت شهرهاي تاريخي ايران از جمله تقابل حفاظت و توسعه در سطوح مختلف كلان تا خرد توجه به اين رويكرد در حفاظت و مديريت شهرهاي تاريخي ايران اهميت به سزايي دارد.

The historic cities have experienced serious changes in the last decades due to the accelerated city development. This matter raised the conflict between development and conservation. The “Historic Urban Landscape (HUL) approach”, as a new approach in Urban Conservation, considers the desirable level of development in the context of historic cities regarding different layers of the city to preserve and enhance its sustainability. This value-based approach in urban conservation, considers the role of society in developing the urban structure. The HUL approach as an Urban design and management perspective is based on natural, physical and sociologic features of the cities. The main purpose of the current study is recognition of the theoretical framework of the HUL approach emphasizing authenticity, integrity and significance of the place. Research method in this article is qualitative and the data has been collected through academic library research on related documents, recommendations, conventions and charters in addition to articles and books related to the subject. Based on the data analysis, the theoretical framework has been introduced. HUL approach focus on values which shape the significance of the city. Therefore in this approach, holistic analysis of the different layers of the city including tangible and intangible values are recognized. In other words, analysing the physical, social, economic and environmental aspects which have been gradually forming the city over the time are the vital and initial steps. HUL approach makes conservation as an effective tool in development, based on change management by recognition of values and enhancing the integrity of the urban context as a great solution to strike balance between development and conservation. Urban conservation by means of the HUL approach, is a response to continuity and urban dynamic. Through this perspective, the multiple determinants which are configuring the significance of the historic cities are considered in addition to respecting to the historic urban context. Therefore, the urban conservation not only acts as a motivator for urban development but also support the sustainable changes in the cities. The lack of integrated management plan considering different aspects of the historic cities in Iran add to the importance of this study and the necessity of its implementation.
