Iran's Elite Policy on Gas Export: Consequences and Outcomes

شرايط ژئوپليتيكي و وجود منابع عظيم گازي ايجاب مي‌كند كه ايران به بزرگترين صادر كننده گاز در جهان تبديل شود اما اين مهم تا كنون محقق نشده است. مساله اصلي اين تحقيق بررسي چرايي استفاده نكردن ايران از موقعيت ژئوپليتيكي و ذخاير عظيم گازي و ناكامي در بازي‌هاي منطقه‌اي و جهاني در عرصه صادرات گاز است.اين تحقيق كه به شيوه توصيفي – تحليلي تلاش كرده است ضمن تبيين مساله فوق به ريشه‌يابي موضوع بپردازد.تحقق حاضر، ابتدا به ميزان ذخاير وتوليد گاز ايران وموقعيت ژئوپوليتيك ايران وراه‌هاي انتقال گاز ايران به ساير نقاط جهان پرداخته و سپس سياست‌گذاري نادرست نخبگان را عامل عدم استفاده بهينه از شرايط ژئوپليتيكي براي كسب جايگاه مناسب در صادرات گاز دانسته است. در واقع، تصميم‌گيرندگان اصلي جمهوري اسلامي ايران، بنا بر ديدگاه فضيلت‌گراي خود، تا اوايل دهه 1390 اعتقاد و برنامه خاصي براي صادرات گاز نداشتند تا اين‌كه تحريم‌هاي غرب عليه ايران جدي‌تر شد. اين مقاله به جزئيات وفراورده هاي گازي نپرداخته و صرفا در صدد است تبيين كند كه چرا ايران نتوانسته است گاز مصرفي و انواع آن را به خارج از كشور صادر كند.

Geopolitics situation and having plentiful gas resources can make Iran as the biggest gas exporter around the world, but it isn't achieved. Yet, this research tries to recognize the roots of the subject. Although different components can affect Iran's optimal utilizing gas resources and geopolitics situation but it looks that false decisions in gas exporting field is one of the main factors. So the main research problem was identifying Iran misusing the geopolitics facts and gas resources and its failure among regional and international gas exporting market. The research hypothesis is that incorrect elite's policy-making causes the unsuitable using geopolitics situation to gain access to Iran suitable position in gas exporting market. Findings show that there was no believe and no special plan for gas exporting among the Islamic Republic of Iran main decision makers because of their preferable vision till the last decade that the West serious comprehensive sanctions started. There is no futures study or planning for gas exporting because Iran's export incomes were based on raw oil neglecting gas exporting. The research method was descriptive - analytic and carried out using the first-hand library and internet resources.
