چكيده فارسي :
يكي از معضلات كليدي حال حاضر در شهر‌هاي كشور بحران موجود در سيماي شهرهاست. اين بحران از منظر خرد و كلان حادث شده است. از منظر كلان، بي‌توجهي به سيماي شهري در نظام كلي هدايت تحولات كالبدي شهر‌ها، سيماي شهري را مخدوش و بي‌هويت كرده است. از منظر خرد سه معضل اضافات و الحاقات، فرسودگي نماها و تابلو‌هاي بي‌ضابطه باعث اغتشاش بصري و افت كيفي سيماي شهري شده است. براي رفع اين معضل در مقياس خرد، سه اقدام پيرايش، مرمت و ساماندهي بايد در دستور كار مديريت شهري قرار گيرد.
بررسي پروژه‌هايي كه براي اين منظور در سازمان زيباسازي تهران انجام شده، حاكي از اين امر است كه روش و نظام اجراي اين دست پروژه‌ها كه در نوع خود تجربه كاملاً جديدي محسوب مي‌شوند، مسئله‌اي كليدي و نيازمند تعمق و دقت فراوان است. هركدام از روش‌هاي به كار رفته در تجربيات قبلي داراي نكات مثبت و منفي منحصر به خود است. در اين مقاله با بررسي تجربه‌هاي قبلي سازمان زيبا سازي و به خصوص تجربه اجراي پروژه فردوسي كه نگارندگان در آن مسئوليت مديريت و راهبري داشتند، تلاش شده‌است تا از منظر شناسايي و تحليل ريسك‌هاي پروژه به روش دلفي، بهينه‌ترين روش براي اجراي پروژه و فرايند اقدامات معرفي‌شوند. يافته‌هاي اين تحقيق نشان مي‌دهد براي اجراي درست و عدم ايجاد سوء تفاهم در نهاد‌هاي نظارتي، كليه ضوابط، مقررات و فرايند‌هاي قانوني پروژه‌هاي عمراني بايد رعايت شود، اما با لحاظ كردن تمهيداتي نظام عمراني را بايد با اقتضائات و پيچيدگي‌هاي اين دست پروژه‌ها هماهنگ كرد كه پاسخ مناسبي به ريسك‌هايي موجود ارائه دهند. دقت در طراحي و جزئيات اجرايي، توجه به جنبه‌هاي اجتماعي و رعايت دقيق ضوابط ايمني از نكات كليدي است كه بايد مورد توجه قرار‌گيرد.
چكيده لاتين :
Iranian townscapes are facing big problems at micro and macro levels. At the macro level, neglecting the townscapes during the physical transformations of cities has caused visual disorder and ugliness. At the micro level, three problems including the extensions to buildings, façade deteriorations, and dissonant boards have been degrading the quality of the townscapes. To address the problems at the macro level, those who are in charge of municipalities in Iran need to take three actions: trimming out the extensions, renovation, and rearrangement.
Consideration of some projects in Tehran’s beautification organization indicates Delivery system of these projects is a key factor which needs contemplation. Different methods have caused different results. In this article, By identifying and analyzing risks related to Tehran’s Beautifications organizations enhancing projects and specially Ferdowsi project which we were engaged directly, and converging them by Delphi method, we tried to extracts the most optimized delivery system. The main finding is that for proper execution and preventing any misunderstanding by supervising organizations, all regulations, processes, and disciplines of an ordinary construction project must be observed but some tailoring is needed to meet complexities of these projects and respond properly to risks. Accuracy of design and details, observing social dimension and HSE guidelines are very important too
