The effects of United States Energy Policy on Role and Position of OPEC in global energy markets

اوپك به عنوان مهم‌ترين سازمان بين‌المللي صادركننده نفت، همواره نقش مهمي در بازار انژري جهاني داشته، ليكن تحت‌تاثير متغيرهاي مختلفي از جمله سياستهاي انرژي كشورهاي توليدكننده غيرعضو همچون ايالات متحده بوده است. ازجمله چالش‌هايي كه اوپك در دوران حيات خود همواره با آن دست‌به‌گريبان بوده است، سياست قدرت‌هاي بزرگ و به‌طور خاص سياست انرژي كشورهاي غيرعضو اوپك است. امريكا يكي از اين قدرتها است كه رويكرد هژمونيك آن به منابع نفت و گاز خود، تهديدات و محدوديت‌هايي را فراروي اوپك در دستيابي به اهداف تعيين‌شده اين سازمان قرارداده است. پرسش اصلي پژوهش اين است كه سياست‌هاي انرژي امريكا چه تاثيري بر جايگاه اوپك در بازار انرژي داشته است؟ براي پاسخ به اين پرسش، فرضيه زير به سنجش گذاشته شده است: رويكرد هژمونيك‌گرايي امريكا به ظرفيت‌هاي انرژي خود، زمينه تنزل جايگاه و نقش حاشيهاي اوپك در بازار جهاني انرژي را فراهم ساخته است. فرضيه حاضر در چهارچوب مضامين و مفروضات نظريه ثبات هژمونيك در آراء كساني چون رابرت گيلپين و كيندلبرگر مورد واكاوي قرار‌مي‌گيرد.

OPEC’s justification primarily was strengthening and improving the determining power OF its member. Nevertheless, the organization faced some challenges that marginalized its role in energy market and consequently the success to fulfill member’s interests. One of the challenges that OPEC had during her existence, is the great powers policy certainly countries which aren’t inside the organization. The United States is one of the powers whose hegemonic approach to its oil and gas resources has threatened and limited OPEC's efforts to achieve its goals. The main question of the research is how has US energy policies influenced the position of OPEC in the energy market? to answer this question the hypothesis: The United States's hegemonic approach to its energy capacities, has created Decreasing OPEC's position and role in the global energy market. This hypothesis is going to be considered based on power transition theory in the views of Robert Gilpin and Kindleberger.
