چالش هاي اساسي در گذار از نظم نوين جهاني: فرا يك جانبه گرايي و ظهور چين در نقش قدرت جديد

Fondamental Challenges in New World Order Transition: Post-Unilatralism and The rise of China

نظم نوين جهاني» دوره‌اي در موازنه قدرت و باور ايدئولوژيكي است كه تحقق نظم نوين جهاني را از طريق فهم، شناسايي و رفع مشكلات جهاني، فراتر از توان واحدهاي ملي ميسر مي‌داند. اين اصطلاح به اصول «ويلسون»، «جورج هربرت واكر بوش» و «گورباچف» براي نظم پس از جنگ جهاني دوم بازمي‌گردد. فرا يك‌جانبه‌گرايي گذار از اين نظم نوين جهاني است. مسئله اصلي اين است كه به دليل بروز منازعات ميان قدرت‌هاي بزرگ مدعي رهبري جهان در عصر حاضر، از جمله آمريكا و چين، نظم نوين كنوني فاقد مشروعيت و نهادهاي كارآمد براي رفع موانع تكوين ساختارهاي نظام حكومتي جهاني است. پژوهش حاضر درصدد بوده است كه عمده‌ترين چالش‌هاي عبور از نظم نوين جهاني به سمت گذار از يك‌جانبه‌گرايي را تبيين نمايد. با اين فرض كه عبور از نظم نوين جهاني، ترجمان فرا يك‌جانبه‌گرايي و ظهور قدرت‌هاي جهاني بوده، فرضيه قابل پردازش اين است كه چالش‌هاي گذار از يك‌جانبه‌گرايي ريشه در دوگانگي ساختار نظام بين‌الملل، بروز ديدگاه مبتني بر گذار از نظام وستفاليايي و قواعد و موانع امنيتي و ايدئولوژيكي داشته باشد. يافته‌هاي پژوهش بيانگر جاه‌طلبي رو به افزايش قدرت‌هاي بزرگ، تضعيف چشمگير نقش ايالات متحده آمريكا در نظام بين‌الملل، تكوين قدرت‌هاي جديد اقتصادي و سياسي و عبور از نظام تك‌قطبي بوده است.

New world order is an epoch including eminent changes in political thought and balance of power, which is related in ideological believes to allow global governance process by attempting to recognize, realize and solve its problems out of each individual capacity in nation- state domain. This term refers to postworld war II order based on the George H. W. Bush and Gorbachev principles. The main question is the leading role of great powers, e.g. USA and China, for systemic conflicts in recent world has made the new order to face a lack of necessary and effective institutions to overcome problems and remove obstacles of global structures and legitimacy elements. In this article, I am trying to have a survey on the main challenges of transiting from the new world order toward unilateralism. Regarding this assumption that transiting from this new world order is equal to post-unilateralism and the rise of recent global powers, It seems that post-unilateralism challenges originates from duality in global system structure, post- westphalia order viewpoints as long as the rules and obstacles on ideological and security points. The findings show a rising ambitiousness of great powers, weakening the USA uncontested leading role, rising new politico-economic powers and post-uni polar system transition.
