تبيين و طبقه بندي اختلافات مرزي در منطقه ژئوپليتيكي آسياي مركزي

Explaining and Classifying Border Disputes in The Geopolitical Region of Central Asia

يكي از مباحث مهم در مورد مرزهاي بين ­المللي، اختلافات مرزي است كه در بيشتر مناطق جهان به اشكال مختلف قابل مشاهده است و تاثير زيادي برنوع و سطح روابط كشورها نيز دارد. فروپاشي اتحاد جماهير شوروي كه به تشكيل 5 جمهوري مستقل انجاميد مسائلي را در ارتباط با امنيت ملي كشورها و چالش­هاي مرزي پيش روي جوامع استقلال يافته قرار داد. سوالي كه مطرح مي­شود اين است كه چه عواملي باعث شده­اند برخي اختلافات مرزي در منطقه ژئوپليتيكي آسياي مركزي به ­وجود آيد ؟ مقالة حاضر با روش توصيفي-تحليلي در منطقه آسياي مركزي به انجام رسيده است. ضمن استخراج عوامل موثر بر اهميت اختلافات مرزي در مرزهاي آسياي مركزي با استفاده از تكنيك مدلسازي ساو وزن اين شاخص­ها را بدست آورده و آنها را سطح­بندي نموديم. نتايج تحقيق حاضر كه برگرفته از داده­هاي كتابخانه­اي و ميداني است نشان دهنده آن است كه 16 عامل بر اختلافات مرزي منطقه تاثيرگذار است. در ميان اين 16 عامل مسائل مرزي، اختلافات ارضي و منابع مشترك مرزي بيشترين وزن را به خود اختصاص داده است و عوامل سن مرز، تكامل مرز، موقعيت برجسته ژئواستراتژيكي، عملكرد مرزها و ... كمترين وزن را به خود اختصاص داده است. براين­اساس، براي اينكه بتوان اختلافات مرزي و چالش­هاي ناشي از آن را در طول مرزهاي آسياي مركزي بين همسايگان تا حد امكان كاهش داد و مرزها را جهت دستيابي به امنيت ملي و منافع ملي خوب كنترل و مديريت كرد، بايد عوامل موثر بر اختلافات مرزي به همراه سطح بندي آنها به صورت كامل در نظر گرفته شود.

The present cross-sectional study was conducted in the Central Asian region. borders performance, security and defense policies of different and sometimes conflicting, age boundaries, evolution .... the border and border disputes affect the region. According to weigh the factors affecting border disputes can be divided into three levels. Accordingly, to enable border disputes and challenges arising from it along the borders of Central Asia between the neighbors as much as possible reduce barriers to achieve national security and national interest, good control and manage the factors affecting border disputes they are graded with fully taken into account.
