متعاقب تأسيس شوراي حقوق بشر در مارس 2006، وضعيت حقوق بشر در عربستان در موارد متعددي مورد توجه اين نهاد نوظهور قرار گرفت. با توجه به گستردگي، صلاحيت و حساسيت شورا نسبت به نقض حقوق بشر در عربستان اين سوال مطرح شد كه سازوكارهاي نظارتي و مكانيسم هاي اجرايي شورا چه تأثيري بر تغيير رفتار آل سعود نسبت به رعايت حقوق زنان در درون مرزهاي ملي داشته و عربستان تا چه ميزان همسو با ايده جهان شمولي حقوق بشر بوده و چه تحولاتي را پشت سرگذاشته است؟ در پاسخ به سوال فوق اين فرضيه مطرح شده كه به نظر مي رسد سازوكارهاي نظارتي و مكانيسم هاي اجرايي شوراي حقوق بشر، عربستان را ملزم به انجام اصلاحات حقوق بشري كرده است. يافته هاي پژوهش نشان مي­دهد اولاً ارائه توصيه­هاي كشورها درقبال گزارش هاي ادواري و تعيين گزارشگران ويژه اثرگذاري قابل قبول تري بر ارتقاء وضعيت حقوق زنان داشته، ثانياً بافت سنتي كه برتار و پود فكري و انديشه مردم و مسئولين جامعه تنيده شده بود و مانعي جدي بر احقاق حقوق زنان محسوب مي شد، درحال بازسازي است. ثالثاً تلاش زنان و همسو شدن آنها با فشارهاي شوراي حقوق بشر و رسانه ­ها، پايه­گذار نظم نويني شده كه مشخصه آن تغيير نظام جنسيتي خواهد بود.
