ارائه مدل ساختاري تفسيري زنجيره تامين تاب آور در صنايع دفاعي ايران

Providing an Interpretative Structural Model of Resilient Supply Chain in Iran's Defense Industries

با توجه به اهميت زنجيره تأمين در كسب مزيت رقابتي، گفته مي‌شود رقابت بين سازمان‌ها با رقابت بين زنجيره‌هاي تأمين آن‌ها جايگزين گرديده است. بنابراين مديريت مؤثر زنجيره تأمين، عاملي اساسي در موفقيت سازمان‌ها محسوب مي‌گردد. اختلالات به‌عنوان نتايج رويدادهاي غيرمنتظره، جزء غيرقابل‌تفكيك از زنجيره‌هاي تأمين سازمان‌هاي امروزي است كه در شرايط عدم اطمينان به فعاليت مي‌پردازند. رويكرد تاب‌آوري در مديريت زنجيره تأمين براي مقابله با اين رويدادهاي غيرمنتظره در زنجيره تأمين و بهبود سريع و بازگشت آن به حالت اوليه و قبل از وقوع رويداد، معرفي گرديده است. نقش محصولات دفاعي در ارتقاء توان بازدارندگي در مقابل تهديدات نظامي، اهميت و ضرورت به‌كارگيري رويكرد تاب‌آوري در مديريت زنجيره تأمين صنايع دفاعي را به‌خوبي نشان مي‌دهد. اين تحقيق باهدف تدوين مدل تاب‌آوري زنجيره تأمين صنايع دفاعي، ابتدا به شناسايي مهم‌ترين اقدامات تاب آور زنجيره تأمين پرداخته، سپس با استفاده از تحليل عاملي اكتشافي و تأييدي، آن‌ها را دسته‌بندي نموده و در ادامه با استفاده از مدل‌سازي ساختاري تفسيري(ISM) به ارائه مدلي كه روابط بين اين اقدامات را نشان مي‌دهد، مي‌پردازد. قدرت نفوذ و وابستگي اقدامات نيز با استفاده از تكنيك MICMAC، تحليل گرديده است. نتايج تحقيق نشان مي‌دهد كه از مجموع37 اقدام معرفي‌شده در تحقيقات پيشين براي زنجيره تأمين تاب آور، 19اقدام در تاب آور سازي زنجيره تأمين صنايع دفاعي مؤثرند كه در قالب 5دسته و شامل ارتباط با تأمين‌كننده، انعطاف‌پذيري، چابكي، افزونگي و امنيت مي‌باشند. ارتباط با تأمين‌كننده به‌عنوان پايه‌اي‌ترين و محرك‌ترين اقدام و اقدامات افزونگي، چابكي و امنيت به‌عنوان وابسته‌ترين و تحت تاثيرترين اقدامات براي تاب‌آوري زنجيره تأمين صنايع دفاعي معرفي شدند. بنابراين مديران قبل از هر چيز، مي‌بايست بر برقراري ارتباط مؤثر با تأمين‌كنندگان جهت ارتقاء تاب‌آوري زنجيره تأمين متمركز گردند.

Given the importance of the supply chain for gaining competitive advantage, competition between organizations is said to have been replaced by competition between supply chains. Therefore, supply chain Effective management is a key factor in the success of the organization. Disruptions as the outcome of unexpected events are an inseparable part of the supply chain of today's organizations operating in conditions of uncertainty. A resiliency approach in supply chain management has been introduced to deal with these unexpected events in the supply chain and to improve it quickly and return it to its original state before the occurrence of the event. The role of defense products in enhancing deterrence against military threats, well shows up the importance and necessity of applying a resilient approach to supply chain management of defense industries. In this paper, with the aim of developing a defense industry supply chain resonance model, we first identified the most important supply chain resilience practices, then classified them using exploratory and confirmatory factor analysis, and then, using interpretive structural modeling (ISM) provides a model that illustrates the relationship between these actions. The power of driving and dependence of practices are also analyzed using the MICMAC technique. The results of the research show that out of a total of 37 practices introduced in the previous research for the resilient supply chain, 19 practices are effective in the resilient supply chain of defense industries. It consists of 5 categories and includes: Relationship with the suppliers, Flexibility, Agility, Redundancy and Security. Relationship with the suppliers as the most basic and most driving practice and Agility, Redundancy and Security are the most dependent practices of the defense industries resilient supply chain. Therefore, managers first of all should focus on effectively communicating with suppliers in order to enhance supply chain resilience.
